I WANT TO BEGIN FIRST BY HIGHLIGHTING THE NEW LOOK OF OUR COPPELL ISD WEBSITE AND ALSO ANNOUNCING OUR NEW CISD APP.
OVER THE LAST YEAR AND EARLY INTO THE SUMMER, NAVEEN BOPPANA, OUR COORDINATOR OF DIGITAL CONTENT & COMMUNITY ENGAGEMENT, WORKED ON A NEW REDESIGN OF THE CISD WEBSITE AND IT MADE ITS OFFICIAL DEBUT ON JUNE THE 20TH.
IN ADDITION TO ENHANCING THE VISUAL APPEARANCE OF THE WEBSITE AND MAKING IT MORE CELL PHONE USER-FRIENDLY, THE NEW WEBSITE WE DESIGN ALSO INCLUDES A NEW AND IMPROVED APP FOR THE DISTRICT, WHICH WE'RE VERY EXCITED ABOUT.
THE NEW CISD TEXTS APP REPLACES THE OLD DISTRICT APP AND WILL PROVIDE IMPORTANT DISTRICT INFORMATION, INCLUDING CALENDAR INFORMATION, AS WELL AS LINKS TO HOME ACCESS CENTER FOR GRADES AND LINKS TO SCHOOL LUNCH MENUS AND SO ON.

WE HAVE A COMMUNITY OF PLANNERS, AS I KNOW AND SO IF YOU HAVE NOT CHECKED OUT OUR BACK-TO-SCHOOL PARENT HUB ON THIS CISD, NEW AND IMPROVED WEBSITE, WE HAVE ALL THE INFORMATION AVAILABLE FOR YOU AND YOUR ABILITY TO PREPARE FOR THE 23', 24' SCHOOL YEAR, INCLUDING A VERY NIFTY A CHECKLIST THAT OUR TEAM HAS PUT TOGETHER TO HELP PARENTS AS THEY PLAN.
YOU MIGHT BE A BRAND NEW PARENT TO CISD OR A RETURNING PARENT OR STUDENT.

OUR PRINCIPALS AND SCHOOL ADMINISTRATIVE STAFF HAVE RECENTLY RETURNED BACK TO THE CAMPUS AFTER SUMMER BREAK AND THEY'VE BEEN WORKING VERY HARD TO MAKE SURE THAT OUR NEW STUDENTS AND STAFF MEMBERS ARE FEELING AT HOME.
SO I APPRECIATE THEIR HARD WORK AS THEY HAVE RETURNED TO START THIS NEW SCHOOL YEAR.
WE HAVE SEVERAL EVENTS COMING UP FOR BACK-TO-SCHOOL.
THE COPPELL CHAMBER OF COMMERCE WILL HAVE ITS ANNUAL BACK-TO-SCHOOL BREAKFAST FOR OUR NEW STAFF AS WELL AS AN EXPO.
IN ADDITION, WE KICK OFF THE SCHOOL YEAR WITH A BIG COMPLICATION, WHICH IS ALSO ON AUGUST.
EXCITED ABOUT THOSE TWO BIG EVENTS.
OUR THEME THIS YEAR IS MISSION POSSIBLE.
WE BELIEVE THAT ANYTHING IS POSSIBLE IN CISD IF WE FOCUS ON OUR MISSION AND OUR CORE VALUES AND THAT WILL HELP US GUIDE THE FUTURE OF OUR DISTRICT AND HELP US SET THE COURSE FOR A GREAT SCHOOL YEAR.
ALSO WANTED TO MAKE SURE THAT OUR COMMUNITY AND OUR SCHOOL BOARD KNOWS THAT ON JULY THE 3RD, FITCH RATINGS ANNOUNCED, IT HAD ASSIGNED A AA OR AAA RATING BASED ON THE TEXAS PERMANENT SCHOOL FUND GUARANTEE AND AN AA PLUS OR AA+ UNDERLYING RATINGS TO COPPELL ISD THE UNLIMITED TEXTS BONDS.
THESE ARE THE HIGHEST RATINGS ASSIGNED BY FITCH.
WE EXPECT THE OTHER FINANCIAL RATING ENTITY TO STAND A REPORT TO ANNOUNCE ITS RATING OF COPPELL ISD VERY SOON.
I WILL SHARE THAT INFORMATION THE COMMUNITY ONCE IT'S ANNOUNCED, BUT APPRECIATE OUR BUSINESS OFFICE AND OUR ENTIRE TEAM TO HELP US MAKE SURE THAT THOSE RATINGS ARE SO HIGH.
ISD DUAL LANGUAGE IMMERSION RISING FIFTH GRADER, STELLA SHABABIAN WHO ATTENDS THE CREEK ELEMENTARY COMPETED IN THE NATIONAL SPANISH SPELLING BEE, IN EL PASO ON JULY THE 1ST.
AFTER SHE WON THE LOCAL BEE AND REGIONAL BEE, SHE JUST MOVED RIGHT ONTO STATE.
AS SHE'S THE YOUNGEST COMPETITOR IN THE NATIONAL COMPETITION AND SHE FINISHED 18 OUT OF 30 SPELLERS, WHICH IS OUTSTANDING.
SHE MADE IT THROUGH SIX ROUNDS, SO VERY PROUD OF STELLA.

COPPELL ISD HAS STUDENTS FROM 87 COUNTRIES WHO SPEAK MORE THAN 64 DIFFERENT LANGUAGES FROM SPANISH AND HINDI TO TELUGU AND TAMIL.
DR. BRAD HUNT: I HAVE REALLY SEEN OUR POPULATION SHIFT AND CHANGE AND GROW, FROM A RELATIVELY SMALL RURAL SUBURBAN AREA TO A REALLY THRIVING AREA FILLED WITH A LOT OF DIVERSITY.

IT'S MY PLEASURE TO BE HERE TO TALK ABOUT THE 2023-'24 BUDGET THAT WE HAVE BEEN TALKING ABOUT FOR MANY MONTHS NOW.
AS WE DISCUSS THE BUDGET THIS EVENING, I REALLY WANT TO FOCUS ON A FEW SIGNIFICANT PRESSURES THAT ARE BEING PUT ON THE BUDGET.
THOSE ARE THE INCREASE IN INFLATION AND ITS IMPACT ON OUR EMPLOYEES AND ON WAGE RATES IN GENERAL.
THIS SIGNIFICANT PRESSURES ON SCHOOL DISTRICTS TO RECRUIT AND RETAIN HIGHLY QUALIFIED EMPLOYEES AND TEACHERS, THE LACK OF ANY INCREASED FUNDING FOR SCHOOL DISTRICTS TO ADJUST FOR INFLATION, OR TO SUPPORT THE NEW SAFETY MANDATES THAT HAVE BEEN PASSED.
PROPERTY TAX RELIEF IS SOMETHING THAT HAS FINALLY COME THROUGH.
HOWEVER, IT DOES NOT PROVIDE ANY ADDITIONAL FUNDING TO SCHOOL DISTRICTS, AND FINALLY, COPPELL ISDS SLOWING ENROLLMENT GROWTH.
YOU'VE SEEN THIS CHART BEFORE.
WE'VE TALKED ABOUT ECONOMIC CONDITIONS AND CERTAINLY, THEY ARE CONTRIBUTING TO THE INCREASED COST OF LIVING FOR ALL OF OUR EMPLOYEES.
THE NATIONWIDE SHORTAGE OF TEACHERS CONTINUES TO IMPACT LOTS OF DISTRICTS AND IMPACTS OUR ABILITY TO HIRE TEACHERS AND TO RETAIN THEM.
WE DO THANK THE BOARD FOR SETTING A PRIORITY TO RECRUIT AND RETAIN HIGHLY QUALIFIED TEACHERS, AND THAT PRIORITY IS REFLECTED IN OUR 2023-2024 BUDGET.
WHILE THERE HAS BEEN A LOT OF DISCUSSION IN HOUSTON ABOUT INCREASED SCHOOL FUNDING, WE HAVE YET TO SEE ANY SIGNIFICANT ACTION.
THIS CHART IS FROM THE LEGISLATIVE BUDGET BOARD AND IT SHOWS TEA SCHOOL FUNDING IN ACTUAL DOLLARS.
THOSE ARE THE BARS ON THE GRAPH.
VERSUS THAT SAME FUNDING IN CONSTANT DOLLARS, WHICH ARE THE WHITE DIAMONDS, AND SO CONSTANT DOLLAR INCORPORATE INFLATION.
IT SHOWS THAT IN CONSTANT DOLLARS, FUNDING OF SCHOOLS IS NOT INCREASING.
VERY OFTEN WE'RE ASKED HOW DOES THE STATE FUND THE FOUNDATION SCHOOL PROGRAM? WHAT ABOUT ALL THOSE LOTTERY PROCEEDS?

I SAW THIS CHART AND THOUGHT THIS IS A GREAT TIME TO TALK ABOUT THIS.LOTTERY PROCEEDS ARE ONLY ABOUT 6.3% OF THE ENTIRE CONTRIBUTION THAT THEY ONLY CONTRIBUTE THAT MUCH OF THE FOUNDATION SCHOOL PROGRAM.
RECAPTURE, ON THE OTHER HAND, IS NEARLY 11%, SO ALL THE FUNDS THAT ARE BEING RECAPTURED FROM SCHOOL DISTRICTS, LIKE COPPELL ISD, MAKE UP 11% THE LEGISLATURE IS, OR THE STATE IS RELYING ON THAT 11% TO FUND THIS PROGRAM.
AS WE LOOK AT PROPERTY TAX RELIEF AND TALK ABOUT THAT A LITTLE LATER, YOU'LL SEE THAT WE EXPECT THAT COPPELL ISDS RECAPTURE PAYMENTS WILL GO DOWN IN THE 23-24 SCHOOL YEAR, BUT THAT MEANS THE STATE IS GOING TO HAVE TO MAKE THAT UP SOMEWHERE ELSE.
AS I SAID, THERE HAS BEEN LITTLE ACTION TO INCREASE SCHOOL FUNDING, TO ADJUST FOR THE INCREASED INFLATION, THOSE PRESSURES ON WAGES, AND ANY NEW LEGISLATIVE MANDATES FOR SCHOOLS.
CURRENT LAW HAS A MECHANISM THAT CAN INCREASE THE YIELD ON THE GOLDEN PENNY.
THOSE ARE THE ENRICHMENT PENNIES THAT THE VOTERS APPROVED BACK IN 2010, AND THOSE DOLLARS ARE INCREASED FUNDING AND IT'S ESTIMATED AT AROUND 1.8 TO $ TWO MILLION FOR CISD.
THE LEGISLATURE ALSO PASSED HOUSE BILL 3, WHICH WILL INCREASE THE SCHOOL SAFETY ALLOTMENT BY $0.28 PER AVERAGE DAILY ATTENDANCE PLUS $15,000 PER CAMPUS.
IT'S ABOUT $244,000 IS WHAT WE'RE ESTIMATING FOR THE DISTRICT.
THE INSTRUCTIONAL MATERIALS AND TECHNOLOGY ALLOTMENT HAS BEEN RESTORED, IF YOU'LL RECALL, THAT WAS REDUCED BY 65% LAST YEAR, AND SO WE ANTICIPATE ABOUT 1.11, $1.2 MILLION FOR INSTRUCTIONAL MATERIALS, ALLOTMENT FOR 23-24.
THERE ARE SOME NEW SCHOOL SAFETY FACILITY GRANTS AND THE LEGISLATURE HAS ALLOTTED A SIGNIFICANT AMOUNT OF MONEY STATEWIDE FOR SAFETY GRANTS.
WE ANTICIPATE THOSE TO BE ROLLED OUT IN SEPTEMBER OF 2023 AND JANUARY OF 2024.
THE DISTRICT HAS ALREADY APPLIED FOR THE FIRST ROUND OF THOSE SAFETY GRANTS AND HAS USED THAT FUNDING AND WE WILL APPLY FOR ANY ADDITIONAL FUNDING THAT IS AVAILABLE.
THERE IS ALSO A NEW GRANT FOR STATE-APPROVED INSTRUCTIONAL MATERIALS, AND THAT IS SET AT A PER DOLLAR AMOUNT PER STUDENT, ABOUT $40 PER STUDENT, SO THAT WOULD BE ABOUT A HALF-A-MILLION DOLLARS FOR CISD, BUT WE'LL HAVE TO SEE WHAT THOSE MATERIALS ARE, AND IF THAT IS SOMETHING THAT FITS IN WITH OUR CURRICULUM AND INSTRUCTION.
COSTS FOR NEW MANDATES ARE NOT INCLUDED.
WHILE THE SCHOOL SAFETY ALLOTMENT IS GOING UP BY $244,000, THE MANDATE TO ADD AN ARMED SECURITY OFFICER PER CAMPUS, AS WELL AS CONTINUING MENTAL HEALTH TRAINING, AND THOSE TYPES OF EXPENSES ARE GOING TO HAVE TO BE ABSORBED BY THE BUDGET.
AS I SAID, PROPERTY TAX RELIEF WAS APPROVED BY THE HOUSE IN SENATE.
IT IS AT THE GOVERNOR'S OFFICE RIGHT NOW, BUT THAT WILL INCREASE THE HOMESTEAD EXEMPTION WITH VOTER APPROVAL IN NOVEMBER TO $100,000 INSTEAD OF $40,000.
IN ADDITION, THERE'S ADDITIONAL COMPRESSION OF THE MAINTENANCE AND OPERATIONS TAX RATE BY 10.7 PENNIES.
THAT WILL COME RIGHT OFF OF WHAT THE TAX RATE WOULD HAVE BEEN FOR THE 2023 TAX YEAR.
IT'S IMPORTANT AGAIN TO NOTE THAT PROPERTY TAX RELIEF DOES NOT INCREASE SCHOOL FUNDING ENTITLEMENT.
THE FUNDING ENTITLEMENT IS BASED ON AVERAGE DAILY ATTENDANCE.
IT JUST SHIFTS THAT FUNDING FROM LOCAL TAXPAYERS BACK TO THE STATE.
THE STATE IS PAYING A GREATER PROPORTION OF THE OVERALL FUNDING ENTITLEMENT.
THERE IS A HOLD HARMLESS MEASURE THAT WILL HOLD DISTRICTS HARMLESS FOR ANY IMPACT TO MAINTENANCE AND OPERATIONS TAX REVENUE OR FOR DEBT SERVICE REVENUE.
THE BONDS THAT THE VOTERS PASSED, THOSE SHOULD ALL BE INCLUDED IN THIS HOLD HARMLESS, AND SO WE SHOULD SEE THAT FOR THE NEXT FIVE YEARS.
THE DISTRICT WILL ADOPT THE TAX RATE BASED UPON THAT INCREASED HOMESTEAD EXEMPTION OF $100,000 AS WELL AS THOSE ADDITIONAL 10.7 PENNIES OF TAX COMPRESSION.
THE TAX BILLS WILL LIKELY GO OUT.
THEY'LL LIKELY HAVE A NOTE ON IT THAT SAYS, THIS NEEDS TO BE APPROVED BY VOTERS IN NOVEMBER, BUT I'M GUESSING THE VOTERS ARE PROBABLY GOING TO APPROVE A REDUCTION IN THEIR TAXES.
I BELIEVE THAT IS THEIR INTENTION IS THAT WE SET THE TAX RATE AND AND COLLECT

TAXES THAT WAY BECAUSE THAT'S WHAT THEY ASSUME WILL HAPPEN.I'VE PUT TOGETHER JUST A COUPLE OF EXAMPLES SO THAT PEOPLE CAN SEE THAT IF YOU LOOK AT WHAT YOUR HOMESTEAD EXEMPTION IS NOW AT $40,000 VERSUS $100,000.
IF YOUR TAXABLE HOME VALUE WAS $450,000, YOU WOULD SEE A $730 REDUCTION IN YOUR TAXES BASED ON COPPELL ISDS TAX RATE TODAY IN THE 2022 SCHOOL YEAR.
AGAIN, THIS WOULD BE THE 10.7 PENNIES OF PROPERTY TAX COMPRESSION THAT WOULD ADD AN ADDITIONAL $439 OF SAVINGS IN TAXES.
FOR A TOTAL OF ABOUT $1,169 IN THIS EXAMPLE.
WE DO USE A LOT OF ASSUMPTIONS WHEN WE LOOK AT ESTIMATING THE DISTRICT'S REVENUE, AND THESE ARE THE ASSUMPTIONS THAT WE HAVE BEEN PRESENTING TO THE BOARD, AS WE HAVE COME TO YOU IN PREVIOUS WORKSHOPS.
WE HAVE HAD SOME SUCCESS WITH THE OPEN ENROLLMENT PROGRAM THAT WAS EXPANDED AND PUT ABOUT AN ADDITIONAL 60 STUDENTS INTO OUR REFINED ADA FOR THE BUDGET AND HAVE INCREASED THAT ATTENDANCE RATE TO 95.5% BECAUSE THAT'S TRULY WHAT WE WERE EXPERIENCING.
THAT WAS THE LOW POINT OF LAST YEAR, SO WE INCREASE THAT TO 95.5% FOR THE BUDGET.
SCHOOL DISTRICT FUNDING IS CALCULATED BY LOOKING AT THE BASIC ALLOTMENT TIMES YOUR AVERAGE DAILY ATTENDANCE AND THEN ADDING THAT TO YOUR TWO FUNDING.
AS WE TALK ABOUT THE INCREASE IN THE YIELD FOR THE GOLDEN PENNIES, THAT'S WORTH SOMEWHERE AROUND $2 MILLION FOR THE DISTRICT, THAT IS THAT ENRICHMENT PENNY REVENUE THAT WILL SEE AN INCREASE FOR.
THE NEARLY $4 BILLION OF FUNDING THAT HAS BEEN ADDED TO THE STATE BUDGET BY THE LEGISLATURE, CURRENTLY LACKS THE BILLS THAT ARE REQUIRED TO SPEND THAT MONEY.
THAT $4 BILLION IS SITTING THERE WAITING FOR SOME LEGISLATIVE ACTION BEFORE IT WILL ACTUALLY FLOW DOWN TO SCHOOL DISTRICTS.
OUR DEMOGRAPHER ESTIMATE SLOWING ENROLLMENT GROWTH, AND YOU'VE SEEN THIS CHART A COUPLE OF TIMES.
THE DISTRICT'S CURRENT 9TH-12TH GRADE CLASSES HAVE BEEN AROUND 1,000-1,100 STUDENTS, AND YOU'LL SEE THAT THE KINDER IN FIRST GRADE CLASSES ARE MORE LIKE 700 OR 800.
AS HIGH SCHOOLERS MOVE THROUGH GRADUATION, THE DISTRICT SCENES SMALLER CLASS SIZES ENTERING, RESULTING IN THAT NET LOSS OF 250-300 STUDENTS.
SINCE ENROLLMENT IS FLATTENING OUT, THE DISTRICT'S GOING TO NEED TO MANAGE THEIR BUDGET WITHIN THAT 13,200-13,400 STUDENTS RANGE.
TAXABLE VALUES DRIVE THE CALCULATION OF OUR MAINTENANCE AND OPERATIONS TAX RATE.
THE HIGHER THAT THE VALUES INCREASE YEAR OVER YEAR MEANS, THE MORE THAT THAT M&O RATE IS COMPRESSED.
OUR PRELIMINARY VALUES ARE HERE ON THE SCREEN AND YOU CAN SEE THAT THERE'S A SIGNIFICANT CHANGE OVER PRIOR YEAR.
HOWEVER, CERTIFIED VALUES WILL BE RELEASED TOMORROW AND WE'LL HAVE A MUCH BETTER IDEA OF WHAT THE ACTUAL NUMBERS ARE.
THE NUMBERS ARE ALREADY REDUCED TO LESS THAN 18 BILLION.
RIGHT NOW, THIS PRELIMINARY VALUE WAS ABOUT 19 BILLION AND WE'RE LESS THAN 18 AND WITH A $100,000 HOMESTEAD, WE EXPECT IT TO BE CLOSER TO $17 BILLION IN TAXABLE VALUE.
THIS WILL ALL BE INCORPORATED, THE CHANGE IN TAX REVENUE, AS WELL AS THE CHANGE IN RECAPTURE WILL ALL BE INCORPORATED INTO THE AUGUST 7TH BUDGET WORKSHOP WHEN WE PRESENT THE FINAL BUDGET.
THROUGH OUR BUDGET WORKSHOPS, WE'VE REVIEWED THOSE SPECIFIC PRESSURES THAT WE'VE TALKED ABOUT, INFLATION AND HIRING AND RETAINING HIGHLY QUALIFIED STAFF, THE LACK OF FUNDING, PROPERTY TAX RELIEF, AND THEN OUR SLOWING ENROLLMENT GROWTH.
TODAY WE'RE HERE AT JULY THE 24TH, YOU CAN SEE THE PRIOR WORKSHOPS THAT WE'VE DISCUSSED THE BUDGET, AND THEN THE FINAL ONE WILL BE ON AUGUST THE 7TH.
IN RESPONSE TO SOME OF THOSE FACTORS THAT WE'VE TALKED ABOUT TODAY, THE BOARD SET THESE PRIORITIES VERY EARLY IN THE 2023-'24 BUDGET CYCLE.
THE FIRST TWO PRIORITIES ARE TARGETED TO HELP RECRUIT AND RETAIN HIGHLY QUALIFIED TEACHERS AND EMPLOYEES BY PROVIDING COMPETITIVE COMPENSATION AND TO CONTINUE TO OFFER TEACHERS THE SUPPORT THAT THEY NEED FROM PROFESSIONAL DEVELOPMENT, TEAM PLANNING TIME AS WELL AS INSTRUCTIONAL SUPPORT POSITIONS.
WE APPRECIATE THE BOARDS APPROVAL OF THE DISTRICT'S COMPENSATION PLAN.

THE BOARD HAS ALSO ALLOWED THE DISTRICT TO OPEN UP ENROLLMENT A LITTLE BIT, WHICH WE TALKED ABOUT EARLIER, AND THAT WILL ADD AROUND $465,000 TO THE DISTRICT'S BUDGET FOR THAT ADDITIONAL 60 STUDENTS.
WHILE WE'VE BEEN WAITING FOR THE LEGISLATURES TO TAKE ACTION IN AUSTIN, WE HAD HOPED FOR MANY ADJUSTMENTS, WE HAD HOPED FOR INCREASED TEACHER PAY, WE HAD HOPED FOR AN INCREASE IN THE BASIC ALLOTMENT.
WE HAD HOPED FOR FUNDING FOR SPECIAL EDUCATION, AND WE HAVE NOT SEEN ANY OF THAT.
THERE STILL IS THE HOPE, WE CAN STILL HOPE THAT THERE'S ANOTHER SPECIAL SESSION ON THE HORIZON THAT MIGHT DESIGNATE WHERE THE FUNDING IS THAT WAS PUT INTO THE BUDGET WILL GO, BUT AT THIS POINT IN TIME, WE'RE GOING TO HAVE TO FOLLOW NUMBER 5, WHICH IS USING OUR FUND BALANCE FOR THE '23-'24 SCHOOL YEAR AND THEN MAKING ADJUSTMENTS FOR THE '24-'25 SCHOOL YEAR.
THE BOARD APPROVE THE COMPENSATION PLAN.
THIS WAS THE PARAMETERS OF THAT COMPENSATION PLAN.
THEN THESE ARE THE STRATEGIC ADDITIONS TO THE BUDGET TO ADDRESS THE PRIORITY AREAS OF THE BOARD AND THE DISTRICT.
ALL OF THESE WERE MADE TO ADDRESS THOSE PRIORITIES, WE'VE ALSO ADDED BUDGET TO ADDRESS THE MANDATES REQUIRED UNDER HOUSE BILL 3 FOR SAFETY AND SECURITY.
INCREASED COSTS AND PROGRAMS INCLUDES ITEMS SUCH AS INCREASED PROPERTY INSURANCE COSTS, CURRICULUM RESOURCES FOR SOME OF THE NEW PROGRAMS, LIKE THE STEAM PROGRAM AT THE ELEMENTARY SCHOOLS.
HEALTH AND PE, INCREASED TECHNOLOGY, SOFTWARE COSTS, AND INCREASED COSTS FOR RECRUITING.
THOSE ARE ALL INCLUDED IN THIS BUDGET, AS WELL AS THE INCREMENTAL FUNDING FOR THOSE HOUSE BILL 3, MANDATED SAFETY REQUIREMENTS.
THESE ARE THE NUMBERS, THESE ARE THE VERY SIMILAR TO THE NUMBERS THAT WE SHOWED LAST TIME AND THEY WILL BE REFINED AGAIN BASED ON THE ACTUAL TAX REVENUE THAT WE EXPECT TO GATHER, BUT IT'S AT $13.1 MILLION BUDGET DEFICIT.
THIS BUDGET INCLUDES ALL OF THE SALARY PROJECTION INFORMATION FROM THE SALARY STUDY, ALL OF THE IMPLEMENTATION OF THE RECOMMENDATIONS THAT WERE MADE FOR THAT, AS WELL AS THE COST OF LIVING INCREASE THAT WAS PROVIDED FOR ALL OF THE STAFF AND TEACHERS, THE INCREASE IN THE GOLDEN PENNIES AND THE INCREASED REVENUE FROM OPEN ENROLLMENT.
IT DOES NOT INCLUDE ANY UPDATES TO SCHOOL FUNDING.
IT DOES NOT INCLUDE THE UPDATES FOR THE PROPERTY TAX RELIEF THAT WILL COME AT THE AUGUST 17TH MEETING, AND IT DOES NOT INCLUDE ANY ADJUSTMENTS FOR MANDATES THAT MAY STILL COME OUT, EXCEPT FOR THE SCHOOL SAFETY MANDATES THAT WE DID ADD TO THIS BUDGET.

WE WILL CONTINUE TO BE EVEN MORE AT THE BENEVOLENCE OF WHATEVER LEGISLATIVE BODY ASSEMBLES EVERY YEAR.
I REALLY DO WONDER HOW MUCH OUR COMMUNITY UNDERSTANDS THE BIGGER PICTURE AND NOT JUST THIS YEAR'S IMPACT.

THE NEW LAW PASSED IN THE 88TH REGULAR SESSION REMOVES THE CAMPUS'S ABILITY TO UTILIZE RESTORATIVE PRACTICES FOR AN INITIAL OFFENSE RATHER THAN EXCLUSIONARY DISCIPLINARY CONSEQUENCES.
THE INNOVATION PIECE WOULD BE THE NEXT PART THAT FOLLOWS.
THE DISTRICT WOULD PROVIDE APPROPRIATE CAMPUS-BASED DISCIPLINE FOR A FIRST OFFENSE OF SELLING, GIVING, USING, POSSESSING, BEING UNDER THE INFLUENCE, OR DELIVERING TO ANOTHER PERSON MARIJUANA OR AN E-CIGARETTE.
THIS ALSO INCLUDES THE VAPING WHEN WE'RE THINKING ABOUT THAT PARTICULAR THING WITHIN THAT.

THIS UPDATE INCLUDES 11 RECOMMENDED LOCAL POLICY REVISIONS BASED ON UPDATES TO THE TEXAS ADMINISTRATIVE CODE, FEDERAL REGULATIONS, AND NEW GUIDANCE FROM THE GOVERNMENTAL ACCOUNTING STANDARDS BOARD.
AS A REMINDER, LEGAL POLICIES COME FROM THE STATE.
BECAUSE THOSE ARE LEGAL AND/OR LAWS, WE CANNOT CHANGE THOSE POLICIES, BUT WE THEN HAVE LOCAL POLICIES THAT SHOW WHAT OPTIONS WE HAVE TAKEN AS A DISTRICT TO IMPLEMENT THOSE LEGAL POLICIES, AND SO ANYTIME CHANGES TO LOCAL POLICIES OCCUR, WE NEED TO BRING THOSE TO YOUR BOARD FOR REVIEW AND CONSIDERATION FOR ADOPTION, SO THAT IS WHAT WE BROUGHT FORWARD.

WE MET ON TUESDAY, JULY 11TH VIA ZOOM TO TALK ABOUT THE NEW TEACHER BREAKFAST AND EXPO.
THAT IS GOING WELL, SPONSORSHIPS AND THE VENDOR SALES CONTINUE TO MOVE ON.
LAST FRIDAY WAS THE CLOSURE FOR THEM TO BE LISTED ON THE BANNER FOR THE BREAKFAST.
THE GOODYEAR RAFFLE DONATIONS ARE STILL BEING ACCEPTED INTO STUDENT VOLUNTEERS WILL BE ASSISTING WITH THE BREAKFAST AS WELL.
THE NEXT MEETING IS TOMORROW MORNING, AND WE'LL BE DISCUSSING THE PROGRESS AND OPEN ITEMS. DR. HUNT ALLUDED TO THAT IN HIS OPENING COMMENTS THIS EVENING.

ANY CAMPUS DEPARTMENT OR INDIVIDUAL THAT HAS SUPPORTED THE ORGANIZATION IN THE PAST, I JUST WANTED TO MAKE THEM AWARE THAT THEY ARE AT A NEW LOCATION.
WITH THAT NEW LOCATION, THEY WILL BE ADDING SERVICES AS WELL IN ADDITION TO THE SERVICES THAT WE'RE FAMILIAR WITH.
TRACY EUBANKS IS THE PRESIDENT AND CEO AND IS LOOKING FOR FOR PEOPLE TO COME OUT TO VISIT THE FACILITY.

THEY ALSO HAVE APPROVED A STRATEGIC PLAN, 2030, WHICH IS IN THE EARLY STAGES, BUT THEY'RE GETTING IT OFF THE GROUND.
WE HAVE SEVERAL MEMBERS IN THE COMMUNITY IN COPPELL THAT PARTICIPATE WITH THEM IN A COMMUNITY MEMBER FROM COPPELL LEAD THIS STRATEGIC PLAN WORK FOR THEM IN DOING THAT.
IN ADDITION TO THAT, THEY DO HAVE A TEACHING GARDEN.
IN THE PREVIOUS LOCATIONS, THEY WERE NOT ABLE TO HAVE THAT.
THEY WILL BE HAVING A TEACHING GARDEN IN THE LAST WEEK, LOWS IN A DALLAS COWBOY ORGANIZATION CAME OUT TO HELP THEM KICK THAT OFF.
THAT PRESCOTT WAS THERE, CHARLES HALLEY WAS THERE, ROWDY AS WELL AS SOME CHEERLEADERS, AND SO THEY HAD A GREAT TIME IN DOING THAT.
