MAYBE BITTER SWEET IN THE ROOM, BUT LOTS OF PEOPLE ARE HERE TO CELEBRATE THAT THE NEW PRINCIPAL FOR CHS9 WILL BE DR. GREG AXELSON.

BEFORE I TURN OVER THE PODIUM TO DR. AXELSON TO SAY A FEW WORDS, I WANT TO EXPRESS TO THE PEOPLE IN THE ROOM AND ALSO PEOPLE LISTENING WHY DR. AXELSON WAS THE RIGHT PERSON OR IS THE RIGHT PERSON FOR THE JOB.

WHAT MANY OF YOU MAY NOT KNOW IS AFTER STARTING A CAREER IN ANOTHER FIELD, DR. AXELSON FELT THE CALLING TO EDUCATION AND HAS SPENT THE LAST 16 YEARS WORKING AS A TEACHER, A COACH, AND AN ADMINISTRATOR.

MANY OF THOSE YEARS HAVE BEEN ON A NINTH GRADE CAMPUS.

HE WAS A TEACHER AND A SOCCER COACH ON A NINTH GRADE CAMPUS THAT STOOD ALONE AND SEPARATE FROM THE HIGH SCHOOL CAMPUS, MUCH LIKE OUR CAMPUS DOES.

HE THEN MOVED INTO AN ADMINISTRATIVE ROLE AT A NINTH GRADE CAMPUS IN LEWISVILLE AT MARCUS HIGH SCHOOL WITH A NINTH GRADE CAMPUS THAT WAS ATTACHED.

HE'S SEEN AND WORKED UNDER DIFFERENT NINTH GRADE SENIOR HIGH CAPACITIES AND ARRANGEMENTS, AND SO HE KNOWS THE PROS AND CONS, HE KNOWS THE STRUGGLES.

BUT HE IS REALLY DEDICATED TO THAT NINTH GRADE YEAR AND MAKING SURE THAT IT IS A UNIQUE EXPERIENCE FOR THE STUDENTS, FOR THE PARENTS, AND FOR THE STAFF.

WE'RE EXCITED THAT NOT ONLY DOES DR. AXELSON BRING THOSE EXPERIENCES, BUT BECAUSE OF HIS TIME AS A PRINCIPAL IN COPPELL, HE KNOWS AND LIVES OUR CORE VALUES AND OUR MISSION AND OUR VISION.

HE AND HIS FAMILY, WHO HE WILL HAVE AN OPPORTUNITY TO INTRODUCE TONIGHT, ARE ALSO COMMUNITY MEMBERS.

NOT ONLY DO THEY WORK IN THE COMMUNITY, BUT THEY LIVE HERE AND ARE VERY INVOLVED, AND SO THEY HAVE RELATIONSHIPS BOTH INSIDE AND OUTSIDE THE SCHOOL SETTING.

FOR THOSE REASONS AND MANY MORE, ONCE AGAIN, WE'RE EXCITED THAT DR. GREG AXELSON IS THE PRINCIPAL OF CHS9.

I AM VERY GRATEFUL FOR THE SIX YEARS THAT I'VE HAD AS THE PRINCIPAL AT CMS NORTH.

I LEARNED SO MUCH FROM THE TEACHERS AND STAFF THERE.

I'M VERY EXCITED AND VERY HONORED TO BE JOINING THE CHS9 FAMILY AND TO CONTINUE THE GREAT WORK THAT'S ALREADY BEING DONE THERE.

IT'S THE THIRD TIME THAT WE'VE OFFERED THAT.

I'D LIKE TO GIVE A BIG SHOUT OUT TO THE CITY OF COPPELL.

THEY ARE GREAT PARTNERS WITH US.

WE WERE ABLE TO USE LIFE SAFETY PARK.

IT WAS A LOT OF FUN.

WE HAD A NINE DIFFERENT COMMUNITY SPONSORS THAT HELPED US WITH THE FAIR, WHICH WAS GREAT, THAT HELPED US OFFSET THE COST.

THOSE FAIR PARTICIPANTS WORKED WITH OUR DISTRICT GUIDE AND TACTICIANS FOR ASSESSMENTS.

THEY ALSO RECEIVED INFORMATION FROM OUR CHILD NUTRITION SERVICES, AS WELL AS OUR ELEMENTARY SCHOOLS THAT HAVE PRE-K HOUSE THERE.

THEY WERE ALL IN ATTENDANCE TO ANSWER QUESTIONS.

THEY HEARD MORE ABOUT THE CURRICULUM.

THEY GOT TO PRACTICE GETTING ON AND OFF THE SCHOOL BUS.

IT WAS REALLY A GREAT WAY.

WE LOVE HAVING ALL OF THOSE PRE-K AND EARLY CHILDHOOD FAMILIES JOIN OUR SCHOOL DISTRICT.

REALLY EXCITED TO BE ABLE TO HAVE THAT HAPPEN.

JUST THRILLED THAT IT'S BECOME A VERY BELOVED TRADITION IN CISD, AS WE FOCUS ON OUR CORE VALUE OF ENGAGEMENT.

IT WAS A GREAT EVENT FOR EVERYONE.

SUMMER SCHOOL IS ROCKING AND ROLLING.

WE'VE HAD TWO PROGRAMS GOING ON BOTH FOR ELEMENTARY, WHICH IS AT DENTON CREEK, AND THEN ALSO SECONDARIES AT CHS9.

I APPRECIATE ALL OF THOSE EDUCATORS, FAMILIES, STUDENTS, EVERYONE THAT'S HELPING TO MAKE OUR SUMMER SCHOOL PROGRAM SO SUCCESSFUL.

THESE PROGRAMS HELP ENSURE CONTINUED LEARNING AND ENGAGEMENT THROUGHOUT THE SUMMER MONTHS FOR OUR STUDENTS WHO QUALIFY FOR EXTENDED SCHOOL SERVICES OR SECONDARY STUDENTS THAT NEEDED SOME REMEDIATION.

OUR ELEMENTARY STUDENTS WERE ABLE TO EXPERIENCE ON-SITE FIELD TRIPS TO ENRICH THEIR LEARNING.

WITH A VISIT FROM THE COUNTRY CRITTERS PETTING ZOO, WHICH WAS A BIG HIT, AS YOU CAN IMAGINE, CHAMPIONSHIP MARTIAL ARTS, BAILA IRVING PERFORMING ARTS ACADEMY, AND THEY ALSO HAVE THEIR OWN FIELD TRIP TO LIFE SAFETY PARK.

AGAIN, I WANT TO THANK ALL THE EDUCATORS, THE ADMINISTRATORS, ALL THE STAFF MEMBERS, FAMILIES WHO HAVE HELPED OUR SUMMER SCHOOL PROGRAMS BE SO SUCCESSFUL.

WE BEGAN OUR SUMMER WITH OUR PRINCIPAL INSTITUTE.

WE HADN'T DONE ONE LIKE THIS IN A WHILE, AND SO IT WAS A GREAT OPPORTUNITY FOR OUR PRINCIPALS TO REALLY FOCUS ON THE '24, '25 SCHOOL YEAR.

YOU'LL HEAR MORE ABOUT IT WHEN NANCY GARVEY DOES HER PRESENTATION, BUT I WANT TO THANK HER AND DR.

ANGIE BROOKS AND THE ENTIRE CURRICULUM TEAM FOR HELPING TO GET IT ALL ORGANIZED.

OUR PRINCIPALS WERE ABLE TO WORK ON THEIR DISTRICT IMPROVEMENT PLAN, LOOK AT SOME OF THEIR AWARE DATA, ALSO LOOK AT MTSS, MULTI-TIERED SUPPORT SYSTEMS, AND A PROFESSIONAL LEARNING COMMUNITY IMPLEMENTATION, UNIVERSAL DESIGN FOR LEARNING, OR CVAS, OR COMMUNITY-BASED ACCOUNTABILITY SYSTEM, AS WELL AS TEACHER INCENTIVE ALLOTMENT.

THERE WAS A LOT OF LEARNING OVER THE PAST TWO DAYS, BUT IT REALLY DID HELP US AS WE PREPARE FOR THE UPCOMING SCHOOL YEAR.

APPRECIATE AGAIN EVERYBODY THAT WAS INVOLVED IN IT.

HOPEFULLY SHE'LL GET ANOTHER ONE, BUT WE WERE ABLE TO HAVE HER COME BACK IN THE SPRING OR

THE SUMMER OF 2020 TO SHOW OFF HER MEDAL, BIG PARADE.

SHE'S GOING TO BE COMPETING AGAIN WITH THE US OLYMPIC VOLLEYBALL TEAM.

VERY PROUD OF HER.

SHE WAS A PART OF OUR GIRLS VOLLEYBALL PROGRAM BACK IN THE DAY WHEN WE WON OUR TWO BACK-TO-BACK STATE CHAMPIONSHIPS IN 2011 AND 2012 AND SHE WAS NAMED TEXAS HIGH SCHOOL VOLLEYBALL PLAYER OF THE YEAR.

SHE WENT ON TO PLAY AT UT, AND THEN ALSO WAS THE 2017 BIG 12 PLAYER OF THE YEAR.

VERY PROUD OF CHIAKA.

AGAIN, LOOKING FORWARD TO SEEING HER REPRESENT OUR COUNTRY TO WIN HOPEFULLY ANOTHER GOLD MEDAL.

THEN FINALLY, WE HAVE SEVERAL INTERNSHIP PROGRAMS THAT HAVE BEEN GOING ON THIS SUMMER.

IT'S OUR SECOND YEAR TO HAVE A STUDENT LED SUMMER SCHOOL INTERNSHIP PROGRAM.

WE BUILT ON LAST YEAR'S PROGRAM.

WE HAD 10 SUMMER SCHOOL INTERNS.

THIS YEAR, WE HAVE 48.

THEY ARE SPENDING TWO WEEKS DOING INTERNSHIPS.

THEY'RE PRIMARILY JUNIORS AND SENIORS.

WE HAD 51 SPOTS ORIGINALLY SECURED.

WE HAD AN IT COMPANY HAD SOME STORM DAMAGE, THOUGH, SO THEY HAD TO PULL OUT, BUT WE WERE ABLE TO FIND SPOTS FOR THE REST OF THEM.

I WANT TO THANK OUR COMMUNICATIONS TEAM, ESPECIALLY MS. ANGELA BROWN AND AMANDA SIMPSON FOR HELPING TO PUT ALL THIS TOGETHER.

WE HAVE KIDS INTERNING AT ALL KINDS OF COMPANIES AND ORGANIZATIONS, SUCH AS AMAZON, VERI, MK, INFOTECH, MOBILITY CREDIT UNION, SAM PACK FORD, AND MUCH MORE.

WE HAVE MOVED INTO WORKING WITH OUR TEACHERS AND FINDING STAFF AND OUR PLAN FOR NEXT YEAR IS TO CONTINUE BUILDING THIS TRAINING AND POINTING IT OUT TO CAMPUSES AND ALLOWING THEM TO START MOVING A LOT.

IT'S BEEN REALLY GREAT TO SEE THE TEACHERS BECAUSE IT'S A TWO DAY TRAINING, IT'S A LOT.

FIRST WALK IN AND LIKE, THIS IS GOING TO BE A LOT, AND THEN BY THE END OF IT, THEY ARE SO EXCITED.

I PUT A COUPLE OF QUOTES UP THERE I'M NOT GOING TO READ THEM TO YOU.

BUT THEY JUST FOUND THAT THIS TRAINING IS GREAT, NOT ONLY FOR THEMSELVES AT WORK, BUT PERSONALLY AS WELL AND ARE ABLE TO BUILD IN, IT'S REALLY GREAT THINGS.

I'M GOING TO CIRCLE BACK TO THAT WHEN WE GET TO SOME LEADERSHIP TRAINING TOO.

WE ALSO CONTINUED FROM THE DISTRICT ROOT PLAN POVERTY STIMULATION, WHICH IF YOU HAVEN'T BEEN THROUGH THIS TRAINING, IT IS ONE OF THOSE ONES THAT YOU LEAVE WITH GOOSE BUMPS, AND YOU REALLY HAVE AN OPPORTUNITY TO DIVE INTO WHAT IT MIGHT FEEL LIKE TO BE IN POVERTY.

TO SEE THAT IT LOOKS LIKE THAT IS GOING TO BE ROCKING AND ROLLING.

BUT THEN WHAT HAPPENS WHEN NEW TEACHERS COME ON? NOWADAYS, WE HAVE NEW TEACHERS COMING IN IN OCTOBER, NOVEMBER, DECEMBER, JANUARY, FEBRUARY, MARCH.

JUST DEPENDS ON HOW IT'S GOING AND MY BIG THING IS, LIKE, HOW DO WE MAKE SURE THAT THOSE PEOPLE THAT MAY HAVE MISSED THAT DAY OR MISSED THAT LEARNING CAN STILL DO ALL THAT LEARNING? WE'RE WORKING REALLY HARD TO BUILD THOSE ASYNCHRONOUS COURSES AND BUILD OUT OUR LIBRARY AND OUR PROFESSIONAL LEARNING SYSTEM. THE SYSTEM IS GREAT.

IT ALLOWS FOR US TO BE ABLE TO TAKE THAT INFORMATION AND BUILD OUT AN ONLINE COURSE AND THEN ALLOW THEM TO SIGN UP GET IN THERE, DO THEIR LEARNING AND THEN GET THEIR CREDIT.

AS YOU KNOW, OUR TEACHERS AND OUR STAFF NEED TO HAVE A CERTAIN NUMBER OF HOURS PER EVERY FIVE YEARS TO GET THEIR CERTIFICATE.

THIS SYSTEM HOUSES THAT FOR THEM AND ALLOWS THEM TO KEEP THAT GOING.

WHAT I'M WORKING ON IS MAKING SURE THAT AS WE BUILD OUT THIS PROFESSIONAL LEARNING IN PERSON, THAT THERE'S SOME ANSWER TO THAT THAT CAN MOVE US FORWARD.

FOR EXAMPLE, TIA AND T TEST IS COMING UP, WE'RE REALLY TALKING A LOT ABOUT WHAT THAT LOOKS LIKE TOGETHER.

MARY CAMPER IS GOING TO BE DOING A BIG TRAINING TO OUR NEW HIRES ON NEW HIRE DATE.

WE HAVE THOSE SEVEN PILLARS UP HERE FOR YOU TONIGHT.

THESE PILLARS ARE STUDENT LEARNING AND PROGRESS, COMMUNITY ENGAGEMENT OF PARTNERSHIPS, STUDENT READINESS, SAFETY AND WELL-BEING, PHYSICAL AND OPERATIONAL SYSTEMS, ENGAGED WELL-ROUNDED STUDENTS, PROFESSIONAL LEARNING AND QUALITY STAFF LIKE WE JUST HEARD ABOUT.

CBAS IS MORE THAN JUST A LOOK AT STUDENT'S SCORE ON ONE DAY, ONE TEST.

IT REALLY PROVIDES A WHOLE LOOK AT OUR WHOLE SYSTEM, AND IT LOOKS AT EACH CHILD AS A WHOLE, AND SO ALL THE ASPECTS OF THE STUDENTS.

WE BELIEVE THAT THIS GIVES A FULL PICTURE OF OUR SCHOOL DISTRICT.

AND WE'VE WORKED REALLY HARD TO REALIGNMENT WITH OUR CBAS WORK.

THIS DEMONSTRATES TO YOU THAT THE SEVEN PILLARS OF OUR CBAS WORK ARE STRATEGICALLY ALIGNED TO OUR STRATEGIC PLAN.

WE BUILT OUR STRATEGIC PLAN ON COPPELL ISD 2030 OFF OF THE SEVEN PILLARS AND IT ALIGNS TO OUR SUPERINTENDENT PRIORITY GOALS THAT WE'VE JUST TALKED ABOUT.

IT ALIGNS TO OUR BOARD REPORTS.

YOU CAN SEE THAT EVERY TIME THAT WE START A BOARD REPORT, WE TALK ABOUT IT AND WE TALK ABOUT THE ALIGNMENT WITH OUR CBAS PILLARS AND WITH OUR SUPERINTENDENT GOALS.

THEN IT ALIGNS WITH OUR DISTRICT IMPROVEMENT PLAN AND CAMPUS IMPROVEMENT PLANS.

BUT THIS IS A GROUP THAT ALLOWS US TO LEARN AND GROW IN OUR CBAS INITIATIVES AND IT'S IMPORTANT THAT WE WORK TOGETHER AS WE LEARN MORE ABOUT HOW CAN WE BETTER ASSESS, HOW CAN WE BETTER TAKE FEEDBACK, AND MOVE THAT WORK FORWARD.

THIS YEAR WE'VE COLLABORATED, TRAINED, AND PLANNED TOGETHER THROUGH A VARIETY OF SESSIONS, THAT INCLUDED AN OCTOBER TPAC MEETING IN CARLETON COMMERCE BRANCH, ISD, WHERE DR. HUNT LED A STUDENT VOICE PANEL WITH STUDENTS FROM COPPELL ISD AND CARLETON COMMERCE BRANCH ISD.

THAT WAS ABSOLUTELY FANTASTIC AND WE LEARNED A LOT FROM THAT STUDENT VOICE PANEL.

IN MARCH, THE NORTH TEXAS COHORT HAD A MEETING FOCUSING ON HOW DO WE BRING THE WORK FROM THE DISTRICT LEVEL TO THE CAMPUS LEVEL.

HOW DO WE MOVE THAT WORK DOWN, PUSH THAT TO ALL LEVELS OF THE SCHOOL DISTRICTS? WE HAD SOME PRINCIPALS THAT JOINED US DURING THAT COHORT DAY, MR. GOLDNER, DR. KOONTZ, MS. MARTIN, MR. HILTON, AND DR. AXELSON WERE ALL ATTENDED THAT DAY, WHERE WE WERE ABLE TO TALK.

THEY WERE ABLE TO TALK WITH OTHER PRINCIPALS FROM ALL OF THESE DISTRICTS AND REALLY SHARE THEIR LEARNING TOGETHER.

IT WAS A GREAT DAY OF TRAINING.

THEN IN MARCH, DR. HUNT, DR. AXELSON AND MYSELF, WE WENT TO THE STATEWIDE TPAC TRAINING, AND WE SPENT A COUPLE OF DAYS REALLY DEVELOPING A SPECIFIC PLAN TO BRING THE WORK FROM THE DISTRICT LEVEL DOWN TO THE CAMPUS LEVEL, AND SO FROM LEADER TO TEAM.

SO WE'RE GOING TO SHARE MORE ABOUT THAT IN JUST A MINUTE.

YOU CAN SEE SOME OF OUR WORK THAT WE DID THERE.

THE THREE OF US DUG AND DID QUITE A BIT OF WORK THERE.

AS YOU REMEMBER, THE COPPELL ISD STRATEGIC PLAN IS BASED ON THE SEVEN PILLARS, AND SO THAT'S THOSE CODE ON THE SIDE.

THAT LAUNCHED SINCE THE SPRING.

8.1.1 IS FOCUSING ON DEVELOPING STRATEGIES TO IMPROVE ACTIVE AND TIMELY COMMUNICATION, TECHNOLOGY, PERIMETER SECURITY, AND TRAFFIC MANAGEMENT AT EACH CAMPUS ENSURING CONSISTENT AND PROACTIVE STANDARDS FOR THE PHYSICAL SAFETY OF OUR LEARNERS AND STAFF.

THAT WAS TRULY IN THE SAFETY AND WELL-BEING.

THEN A PARTNER STRATEGY THAT'S ALIGNED TO THAT ONE IS TO CREATE AND COMMUNICATE A PLAN AND PROCESS TO ENSURE THE PHYSICAL SAFETY OF ALL CISD STAKEHOLDERS.

THOSE TWO ARE LINKED TOGETHER AND ALIGNED UNDER SAFETY AND WELL-BEING.

WHERE ARE WE HEADED WITH OUR CBAS WORK? REALLY, THAT'S THE BIG PIECE FOR US AND WE'VE TALKED A LOT ABOUT THAT.

THIS HAS BEEN A JOURNEY FOR US, AND WE KNOW THAT WE'RE STILL IN THAT JOURNEY, AND WE'RE HEADED TOWARDS EVEN BETTER DAYS, GREATNESS WITH OUR CBAS WORK.

THAT REALLY IS ABOUT TAKING IT FROM JUST THE DISTRICT WORK FROM THE CORE TEAM AND REALLY HAVING IT BE WHAT'S HAPPENING AT THE CAMPUS LEVEL.

ONE OF THE PIECES OF THAT IS THAT WE'RE NO LONGER GOING TO HAVE A CBAS SUPERINTENDENT GOALS.

THAT WAS ONE OF OUR FOUR GOALS, AND WE'VE REMOVED THAT BECAUSE WE BELIEVE THAT THE CBAS WORK IS EMBEDDED IN WHAT WE DO EVERY DAY.

GOING BACK TO THAT ALIGNMENT, WE'VE ALIGNED EVERYTHING AS WHAT WE DO EVERY DAY.

WE DON'T HAVE TO HAVE THAT INTENTIONAL GOAL.

IT IS ALIGNED WITH OUR CAMPUS IMPROVEMENT PLANS, AND WITH THE STRATEGIC PLAN WORK THAT WE'RE DOING IN OUR DISTRICT IMPROVEMENT PLAN, AND ALL OF THAT INCLUDES OUR WORK ON BEING A DESTINATION SCHOOL DISTRICT.

THE CORE TEAM IN THE CABINET WILL WORK TO ACCOMPLISH A SPECIFIC GOAL.

WHEN DR. HUNT AND DR. AXELSON AND MYSELF WERE AT THE TPAC TRAINING IN MARCH, WE STUDIED THE BOOK THE FOUR DISCIPLINES OF EXECUTION, AND THEY TOOK US THROUGH THAT BOOK, EACH STEP OF THAT BOOK, AND WE DEVELOPED A PLAN.

THAT WAS THAT WE AGAIN, LIKE I SAID, WE'RE GOING TO GO FROM DISTRICT TO CAMPUS, AND THAT WE'RE SHIFTING FROM LEADER TO TEAM.

IN THAT WORK, WE DEVELOPED A GOAL, AND I'M GOING TO TALK TO YOU ABOUT IN JUST ONE SECOND ABOUT THAT SPECIFIC GOAL AND READ IT TO YOU.

BUT I THINK THAT'S IMPORTANT TO KNOW THAT WE'RE GOING TO BE TRACKING OUR WORK IN THAT AREA.

WE'RE GOING TO CONTINUE TO WORK WITH OUR TPAC IN NORTH TEXAS COHORT, AND WE'RE GOING TO CONTINUE TO BUILD OUR CBAS CORE TEAM AND THE ADVISORY COMMITTEE ADDING NEW MEMBERS TO SHARE IN OUR WORK.

SO AS WE DID THE BOOK STUDY AND AS A CABINET TEAM, WE'RE GOING TO CONTINUE STUDYING THIS BOOK.

WE DEVELOPED THIS GOAL.

WE'RE DEDICATED TO EFFECTIVELY IMPLEMENTING THE COPPELL ISD 2030 STRATEGIC PLAN BY ACTIVELY INVOLVING ALL STAKEHOLDERS, WHICH WILL SERVE AS THE CORNERSTONE THAT DEFINES AND GUIDES THE DISTRICT FORWARD AS THE LEADING DESTINATION SCHOOL DISTRICT.

WE'VE HAD A NUMBER OF WORKSHOPS AND BOARD MEETINGS TALKING ABOUT THE '24,'25 AND '25, '26 BUDGETS ABOUT HOW DISTRICTS, NOT JUST COPPELL ISD, BUT HOW DISTRICTS IN TEXAS HAVE GOTTEN INTO THIS SITUATION, WHAT COPPELL ISD IS DOING TO ADDRESS IT AND WHY DO WE NEED

TO CONTINUE TO PUT PLANS IN PLACE TO ENSURE THE FINANCIAL STABILITY OF THE DISTRICT.

YOU'LL SEE THAT, AGAIN, I HAVE PUT IN THAT ESTIMATED HIGH, ESTIMATED LOW RESULTS FOR THE YEAR.

AGAIN, THE LOW RESULT WHICH IS ABOUT 4.8 MILLION DOLLAR DEFICIT.

THAT INCLUDES THE CURRENT ACTUALS AND THE PROJECTED PAYROLL AND WHAT IS CURRENTLY ENCUMBERED, MEANING THERE'S A PL OUTSTANDING FOR THAT EXPENSE.

THE ESTIMATED HIGH INCLUDES ALL OF THAT PLUS THE REMAINING BUDGET THAT IS AVAILABLE FOR DEPARTMENTS TO SPEND THROUGH THE MONTH OF AUGUST.

WE DO HAVE NEARLY $2 MILLION IN ONE TIME REVENUE THAT WE BOOKED FOR '23-'24.

THAT WAS THE 1.1 MILLION THAT WE'RE EXPECTING.

WE DON'T HAVE IT ALL YET FOR THE SALE OF THE USED DEVICES, AS WELL AS 750,000 IN INDIRECT COSTS FOR THE ESSER GRANT, SO WE WILL NOT SEE THAT REPEATED.

IN ADDITION, WE HAD SOME UNDER BUDGETED REVENUE.

WE ESTIMATE THAT WE'LL GET ABOUT $2.3 MILLION IN INTEREST EARNING OVER WHAT WE BUDGETED.

AND WE ALSO HAVE A NET $540,000 INCREASE IN STATE FUNDING THAT WAS BUDGETED BASED UPON OUR AVERAGE DAILY ATTENDANCE.

WE'RE GOING TO REFINE THIS AND REVISE THIS, WHICH WE DO EVERY MONTH AS WE GO TOWARDS THE END OF THE YEAR.

WE'LL BE SENDING MORE INFORMATION TO YOU ON THAT.

PLEASE, DO YOU REMEMBER THAT TPA REQUIRES THAT THE DISTRICT NOT EXCEED THE BUDGET BY FUNCTIONAL AREA? THAT MEANS WE ALWAYS HAVE TO BUDGET A LITTLE BIT HIGHER IN EACH FUNCTION SO THAT WE DON'T EXCEED THAT.

THESE AGAIN, A REMINDER OF THE BOARD PRIORITIES FOR LAST YEAR, AND THEN AGAIN, REAFFIRMED FOR THE WORK THAT WE'RE DOING FOR THIS YEAR AND '25-'26.

WHAT IS DRIVING THE BUDGET CHALLENGES THAT TEXAS SCHOOL DISTRICTS ARE FACING AND THEN SOME SPECIFICS ABOUT CISD IN PARTICULAR.

INFLATION IS IMPACTING THE DISTRICT IN BOTH PAYROLL AND NON-PAYROLL EXPENSES.

FOR EXAMPLE, SINCE 2019, FUEL COSTS HAVE RISEN 220%.

PROPERTY INSURANCE HAS RISEN 20%, SAFETY AND SECURITY, WE'RE SPENDING 55% MORE ON THAT.

HEALTH INSURANCE CONTRIBUTIONS HAVE GONE UP 7.7%.

APPRAISAL COST S HAVE GONE UP 7.7%.

FORTUNATELY, THE DISTRICT HAS A LONG-TERM ELECTRICITY CONTENT CONTRACT, WHICH HAS KEPT THOSE RATES IN CHECK, BUT SALARY AND BENEFITS COSTS HAVE RISEN 23% FOR CISD SINCE 2019.

DUE TO THAT, IT WOULD TAKE 1,000-1,200 DOLLAR INCREASE IN THE BASIC ALLOTMENT TO PROVIDE THAT SAME SPENDING POWER THAT THE DISTRICT HAD IN 2019.

THE STATE ALSO REQUIRES MANDATED SPENDING AND DOES NOT ALWAYS PROVIDE THE FUNDS FOR WHAT THOSE MANDATES COST.

FOR EXAMPLE, AND I'VE SAID THIS MANY TIMES, SECURITY GUARDS ON CAMPUSES TO HAVE THAT ON EACH CAMPUS, THE DISTRICT IS GOING TO ABSORB ABOUT 75% OF THAT COST.

EDUCATORS CONTINUE TO LEAVE THE PROFESSION.

LAST TIME WE MET MISS DUKE REPORTED THAT STATE ATTRITION RATES WERE OVER 20% IN THE '22-'23 SCHOOL YEAR.

ACCORDING TO THE BUREAU OF LABOR STATISTICS IN MAY OF 2023, TEXAS EMPLOYS MORE SECONDARY SCHOOL TEACHERS THAN ANY OTHER STATE AND MORE ELEMENTARY SCHOOL TEACHERS THAN ANY OTHER STATE EXCEPT FOR CALIFORNIA.

THE DFW AREA IS THE FOURTH HIGHEST METROPOLITAN AREA THAT EMPLOYS BOTH SECONDARY AND ELEMENTARY SCHOOL TEACHERS.

THERE'S A LOT OF COMPETITION FOR SCHOOL TEACHERS.

THIS REQUIRES THAT THE DISTRICT MAINTAIN HIGHLY COMPETITIVE WAGES AND BENEFITS.

THE STAFFING REQUIRES COMPETITIVE WAGES AND BENEFITS AND ALTERNATIVES INCLUDE THE NEED TO SOMETIMES USE CONTRACTED SERVICES, WHICH OFFER SERVICE, BUT SOME OF THOSE SERVICE PROVIDERS OFFER THEIR EMPLOYEES REMOTE WORK OPPORTUNITIES AND THE ABILITY TO CONTROL ONE SCHEDULE.

SOME OF THE FOLKS THAT WE NEED HERE IN THE DISTRICT HAVE CHOSEN TO GO THAT ROUTE INSTEAD.

BUT THEY ARE MUCH MORE EXPENSIVE THAN IF WE HAD THOSE FOLKS IN-HOUSE.

ANOTHER CHANGE IN OUR FUNDING IS THE REDUCTION OF OUR SHARES WITH IS OUR MEDICAID REIMBURSEMENT FUNDING BY ABOUT $700,000.

INTEREST RATES ON THE INVESTMENTS THAT WE HAVE, AND THOSE ARE THE FUNDS THAT WE'VE COLLECTED IN TAXES THAT HAVE NOT YET BEEN PAID OUT FOR RECAPTURED.

THE INTEREST RATES ARE OVER 5% IN ALL OF OUR INVESTMENT POOLS AND IT'S GENERATING REVENUE FOR OVER $6 MILLION.

WE CAN'T RELY ON THAT STREAM OF REVENUE YEAR AFTER YEAR.

WE HAVE HEARD THAT THE FED HAS CONSIDERED LOWERING RATES, MAYBE NEXT YEAR.

WE DON'T KNOW EXACTLY WHAT'S GOING TO HAPPEN THERE.

WE HAVE BUDGETED FOR STILL THIS FIVE-ISH PERCENT FOR NEXT YEAR, BUT WE CAN'T RELY ON THAT AS A CONSISTENT STREAM OF CREDIT.

COHORTS OF 700 IS KINDERGARTNERS ARE COMING IN AND COHORTS OF OVER 1,000 12TH GRADERS ARE GRADUATING.

IF WE WERE TO LOSE ALL 300 OF THOSE STUDENTS, THAT WOULD BE $2.3 MILLION LOSS.

WITH THAT DECLINING ENROLLMENT, WE'VE GOT TO MANAGE OUR STAFFING LEVELS TO FIT WITHIN OUR BUDGET AND WITHIN THE AMOUNT OF TEACHING AND STAFF THAT WE NEED.

OUR SPRING DEMOGRAPHIC PROJECTION ESTIMATED THAT ELEMENTARY PRE-K TO 5TH GRADE ENROLLMENT WILL BE ABOUT 5,600 STUDENTS.

IT ACTUALLY ENDED UP IN ABOUT 5,700 THIS YEAR, AND SO THIS PROJECTIONS ON THE SCREEN SHOWS A 190 MORE ELEMENTARY STUDENTS THAN WERE ORIGINALLY PROJECTED.

WHERE WE START PROJECTING NUMBER, IT STILL IS SHOWING DECLINING ENROLLMENT.

I'VE ADDED THAT 190 TO EACH ONE OF THE PROJECTED NUMBERS FOR SCHOOL YEARS 2025-2029.

WE'RE STILL SEEING THAT WE'RE AT EXCESS CAPACITY OF OVER 1,000 IN '23-'24 WITH THE PROJECTION OF IT BEING OVER 1,400 IN '28-'29.

HOW IS CISD ADDRESSING THE BUDGET CHALLENGES? THIS SHOWS A LOT OF WHAT WE'RE DOING, WE'RE LOOKING TO REDUCTION OF POSITIONS THROUGH ATTRITION.

WE'VE REDUCED $2.6 MILLION WORTH OF POSITIONS TO DATE.

1.4 OF THOSE ARE NON-CLASSROOM POSITIONS AND 1.2 MILLION ARE CLASSROOM POSITIONS.

THAT REDUCTION IS BASED UPON ESTIMATED ENROLLMENT.

THE DISTRICT'S REDUCED DISTRICT EXPENDITURES 1.1 MILLION, AND HAS SHIFTED SOME EXPENDITURES TO GRANT FUNDS, ABOUT 300,000 TO DATE.

WE ARE LOOKING AT ADDITIONAL SOURCES OF REVENUE.

SOME OF THAT IS FACILITY RENTALS AND OTHER FEES, MAKING SURE THAT WE'RE COVERING THE COST OF ALL THAT AND WE'VE BUILT IN $200,000 INTO NEXT YEAR'S BUDGET FOR INCREASE IN THAT.

MAINTAINING AND INCREASING OUR BUSINESS PARTNERSHIPS, A LOT OF OUR BUSINESS PARTNERSHIPS PROVIDE A LOT OF SUPPORT FOR OUR CURRICULAR PROGRAMS AND IN-KIND SUPPORT FOR THINGS LIKE CTE COURSES, THE INTERNSHIPS THAT YOU HEARD ABOUT A LITTLE BIT EARLIER.

OUR FUND BALANCE IS 75 MILLION AND NEEDS TO REMAIN ABOVE THAT, AT $42 MILLION.

THE '24-'25 BUDGET HAS ENOUGH REDUCTIONS IN IT TO COVER THE 3% PROPOSED COST OF LIVING INCREASE THAT THE BOARD WILL CONSIDER LATER TODAY.

HOWEVER, WE'RE NOT MAKING MUCH UPWARD PROGRESS ON REDUCING THE OVERALL OPERATING COSTS, AND SO THE MUCH MORE WORK NEEDS TO BE DONE TO IMPROVE THE BUDGET.

THIS IS THE DRAFT BUDGET THAT WAS PRESENTED AT THE JUNE 10TH BUDGET WORKSHOP, ADJUSTED FOR THAT 3% COMPENSATION PLAN.

IT LOOKS LIKE WE'RE LOOKING AT ABOUT $11 MILLION DEFICIT AT THIS POINT IN TIME.

I'VE ALSO PREPARED A MULTI-YEAR BUDGET PROJECTION, AND WE ALWAYS USE ASSUMPTIONS WHEN WE'RE BUILDING A BUDGET.

A 3% INCREASE IN CONTRACTED SERVICES AND 0% INCREASE FOR ANY OTHER COSTS ARE INCLUDED.

I'VE ESTIMATED A MIDDLE RANGE 6.5 MILLION DEFICIT FOR '23-'24, WHICH IS ABOUT A $5 MILLION SAVINGS.

I'VE PREPARED A COUPLE OF DIFFERENT PROJECTIONS SO THAT YOU CAN SEE THE DIFFERENCE BETWEEN IF WE REALLY HAD A $5 MILLION SAVINGS OR IF WE HAD MORE OF A $3 MILLION SAVINGS.

THEN USE THE ENROLLMENT ESTIMATES THAT THE DEMOGRAPHER PROJECTED IN THE SPRING AND AN 8% TAXABLE PROPERTY VALUE GROWTH EACH YEAR.

STATE FUNDING AND RECAPTURE ARE BASED ON THE CURRENT LAW AS IT STANDS TODAY.

THE REDUCTIONS THAT HAVE BEEN MADE TO PAYROLL ALREADY HAVE HELPED THIS PROJECTION FROM THE LAST ONE THAT THE BOARD SAW.

THIS IS THE MULTI-YEAR BUDGET PROJECTION, PROJECTING $5 MILLION SAVINGS EACH YEAR.

I THINK WHERE YOU REALLY WANT TO LOOK IS WHERE IT SAYS BUDGET SURPLUS AND DEFICIT, WHICH IS ABOUT SIX LINES FROM THE BOTTOM.

THAT'S REALLY WHERE THE DEFICIT WOULD REMAIN.

I'M GOING TO SHOW YOU A CHART, WHICH MIGHT BE A LITTLE BIT EASIER TO SEE.

HAVING REDUCED THAT PAYROLL FOR '24-'25, OVERALL PAYROLL EXPENDITURES WILL REMAIN CONSTANT FOR '24-'25 DESPITE THE PROPOSED 3% COST OF LIVING INCREASE.

AND ESTIMATING THAT MIDDLE OF THE ROAD BUDGET DEFICIT OF 6.5 MILLION FOR THIS YEAR AND PROVIDING FOR THAT 1% COST OF LIVING IN FUTURE YEARS.

THIS IS WHAT THE BUDGETED FUND BALANCE WILL LOOK LIKE; IN '26-'27 AROUND 26 MILLION, AND IN '27-'28 DIPPING DOWN BELOW INTO ABOUT 36 MILLION.

THAT'S A $5 MILLION SAVINGS EACH YEAR.

THE NEXT ONE SHOWS THE $5 MILLION SAVINGS EACH YEAR WITH A 3% COST OF INCREASE FOR '24-'25, AND THEN A 3% COST OF INCREASE FOR ALL FUTURE YEARS.

WE DO HAVE SOME ADDITIONAL GRANTS THAT THE STATE HAS PROVIDED, ESPECIALLY WHEN IT COMES TO SAFETY.

BUT FOR EXAMPLE, THE SAFE GRANT THAT THE DISTRICT WAS JUST AWARDED IS ONLY ABOUT $409,000.

THAT IS A VERY LIMITED GRANT.

IT'S NOT CONTINUAL. IT'S JUST A ONE TIME GRANT.

I'M INCREASING OUR REVENUE WHERE AVAILABLE.

ONE OF THE THINGS THAT THE BOARD IS GOING TO BE EXPLORING IS THE VATRE, OR VOTER APPROVAL TAX RATIFICATION ELECTION.

IN JULY, THE AUDITOR WILL COME WITH THAT EFFICIENCY AUDIT TO PRESENT THAT INFORMATION TO YOU.

THEN AN INCREASE IN THE UTILIZATION AND EFFICIENCY OF OUR DISTRICT FACILITIES.

BECAUSE AS LEADERS IN THE DISTRICT, WE TOO HAVE THE SAME COMMITMENT TO BE ABLE TO RECRUIT AND RETAIN THE BEST EDUCATORS AND BENEFITS AND COMPENSATION WHILE IS NOT THE REASON MOST PEOPLE GET INTO EDUCATION, IT IS ONE REASON THAT PEOPLE STAY IN EDUCATION.

THEREFORE, TODAY, A RESOLUTION IS BEFORE YOU TO CONSIDER A 3% OF MIDPOINT COST OF LIVING ADJUSTMENT OR RAISE FOR ALL EMPLOYEES.

SPECIFICALLY, FOR OUR TEACHERS IN THE CLASSROOMS WHO WORK 187 DAYS, THIS WOULD EQUATE TO AN ANNUAL INCREASE OF $2,050 THAT THEY WOULD SEE STARTING IN THEIR FIRST PAYCHECK OF THE 24/25 SCHOOL YEAR, WHICH WOULD BE SEPTEMBER.

WE FEEL STRONGLY THAT THIS PERCENT INCREASE ACKNOWLEDGES THE MANY CHALLENGES WE'RE ALL FACING WITH OUR OWN BUDGETS, WITH DAILY EXPENSES RISING.

PART OF OUR BOARD WORKSHOPS, WE'VE TALKED ABOUT THE INCREASING OF HEALTH INSURANCE CONTRIBUTIONS, BASED AGAIN ON THE REGION THAT WE LIVE HERE IN THE STATE OF TEXAS.

WE'RE ALL EXPERIENCING OURSELVES, AND WHEN YOU TURN ON THE NEWS, THE COST OF INCREASED FUEL, THE COST OF FOOD, WHEN WE GO TO THE GROCERY STORE, JUST THE INCREASED COST OF EVERYTHING.

REALLY THIS IS AN INCREASE THAT WE FEEL LIKE ACKNOWLEDGES, ALL OF THOSE PROFESSIONAL AND PERSONAL CHALLENGES THAT OUR EMPLOYEES ARE FACING.

ALSO, AS WE SHARED AT THE MOST RECENT BOARD WORKSHOP, AS WE HAVE TOLD OUR SURROUNDING DISTRICTS THAT ONCE AGAIN, WE DO COMPETE WITH THAT MANY OF OUR EMPLOYEES DRIVE THROUGH TO COME TO WORK IN COPPELL.

MANY DISTRICTS HAVE ALREADY APPROVED A 3% COST OF LIVING ADJUSTMENT OR IN THE PROCESS OF CONSIDERING A 3% COST OF LIVING ADJUSTMENT.

THERE WAS SOME REVISIONS, AND THEN THERE WAS ONE POLICY THAT WAS SPLIT INTO TWO DIFFERENT POLICIES THAT WAS MIGRATING MATERIALS AND INSTRUCTIONAL MATERIALS.

THESE HAVE ALL BEEN SENT TO THE DEPARTMENTS THAT THEY DIRECTLY PEOPLE ARE OVER, AND THEY HAD THE OPPORTUNITY TO REVIEW THOSE AND MAKE ANY ADJUSTMENTS THAT THEY WANTED.

MOST ALL DEPARTMENTS ADOPTED THEM AS IT IS.

THE LIBRARIAN DID CHANGE ONE WORD IN THE POLICY FROM IT COULD BE A LIBRARIAN ON THE COMMITTEE INSTEAD OF THE LIBRARIAN ON A COMMITTEE, MEANING ANY LIBRARIAN IN THE DISTRICT COULD SERVE ON A COMMITTEE WHEN REVIEWING MATERIALS.

THAT WAS THE ONE CHANGE THAT WAS MADE BY THEM AND THE TECHNOLOGY AND SAFE AND SECURITY CHANGE BECAUSE WE HAVE DIFFERENT JURISDICTIONS, SO WE HAD TO ADDRESS THAT WE HAVE DALLAS DEPUTIES, AND THEN WE ALSO HAVE OUR SROS, AND SO THE LANGUAGE WAS JUST TWEAKED A LITTLE BIT SO THAT IT WASN'T LOOKING LIKE IT WAS JUST FROM ONE JURISDICTION.

THEY DO TWO SESSIONS EACH YEAR, AND WE WERE SPLIT THIS YEAR.

ANTHONY AND NICHOLE WERE IN SAN ANTONIO, AND THEN THE THREE OF US WERE IN FORT WORTH FOR THAT SESSION OR THAT WEEK OF IT LAST WEEK.

WE TALKED A LOT ABOUT AI TONIGHT, SOME OF OUR THINGS AND I KNOW WE ATTENDED A SESSION, THERE WERE A COUPLE OF SESSIONS ON AI.

I THINK THE THINGS WE DID TONIGHT WENT RIGHT AND ALIGNED WITH SOME OF THE THINGS I LEARNED, AND IT'S A GREAT TOOL TO USE AND CAN BE USED CORRECTLY.

ANOTHER SESSION I THOUGHT WAS VERY INTERESTING WAS CULTURAL BLIND SPOT.

OVERALL, IT WAS A GREAT ALL THREE DAYS, GREAT EXPERIENCE.
