DECLINING ENROLLMENT IS OCCURRING ACROSS THE NATION.
AMERICA IS PROJECTED TO HAVE 3 MILLION FEWER K THROUGH 12 STUDENTS ATTENDING PUBLIC SCHOOL BY 2031.
K THROUGH 12 PUBLIC SCHOOL ENROLLMENT IN TEXAS IS EXPECTED TO DECREASE 9% BY 2031.
LOOKING AT STATEWIDE ENROLLMENT, THE TEXAS EDUCATION AGENCY COMMISSIONER MIKE MORATH, SHARED DATA ON ENROLLMENT IN TEXAS PUBLIC SCHOOLS WITH THE TEXAS SENATE EDUCATION COMMITTEE ON SEPTEMBER 18TH.
COMMISSIONER MORATH SHARED THIS GRAPH SHOWING THAT IN TEXAS, PUBLIC SCHOOL ENROLLMENT WILL PEAK IN 2025 DUE TO LOWER BIRTH RATES, THE IMPACT OF FEWER BIRTHS IMPACTS ELEMENTARY SCHOOLS FIRST AND THEN MAKES ITS WAY THROUGH SECONDARY SCHOOLS.

WE HAVE SEEN THE DATA PROJECTED NATIONWIDE AND STATEWIDE WITH DROPS IN ENROLLMENT.
LET'S ONCE AGAIN LOOK AT THE ENROLLMENT PROJECTIONS FOR COPPELL ISD.
OVER THE PAST FEW WEEKS, THIS INITIAL PROJECTION SHOWS A DECLINE IN ELEMENTARY ENROLLMENT OF 556 STUDENTS IN THE NEXT THREE YEARS, AND 667 STUDENTS IN FOUR YEARS.
IT ALSO INDICATES THAT THE NUMBER OF MIDDLE SCHOOL STUDENTS ENROLLS BEGINS TO DROP NEXT YEAR, WHICH WILL BEGIN TO IMPACT THE HIGH SCHOOL ENROLLMENT IN 4 TO 5 YEARS AS WELL. THIS SLIDE INDICATES THAT THE PERCENTAGE OF SEATS THAT ARE CURRENTLY AVAILABLE AT THE ELEMENTARY LEVEL IS HIGHER THAN PROJECTED EVEN JUST LAST SPRING, AND WILL CONTINUE TO GROW IF ALL 11 ELEMENTARY CAMPUSES REMAIN OPEN IN FUTURE YEARS.
WHILE WE DO STAFF TEACHERS, BASED ON THE NUMBER OF STUDENTS PROJECTED TO BE ENROLLED EACH YEAR AT EACH CAMPUS AND NOT ON THE NUMBER OF SEATS AVAILABLE BASED ON THE CAPACITY OF EACH CAMPUS, WE DO STAFF ADMINISTRATOR SPECIALS, TEACHERS SUPPORT STAFF BASED ON EACH BUILDING.
AND THAT'S WHERE SOME DUPLICATE COSTS COME INTO PLAY.
I'M THE CHIEF FINANCIAL OFFICER.
THE IMPACT OF THE ENROLLMENT INFORMATION THAT MISS EICHEL JUST SHARED ON THE DISTRICT'S FUNDING IS ESTIMATED TO BE A $4.4 MILLION LOSS IN NET FUNDING BY 20 2829, BUT THAT LOSS STARTS AS SOON AS ENROLLMENT STARTS TO DROP.
WE CAN CONTROL SOME OF THE VARIABLE COSTS AS ENROLLMENT DECLINES BY MANAGING THE NUMBERS OF TEACHERS AND STAFF APPROPRIATELY, REDUCING THE NUMBERS OF CLASSROOMS AND, FOR EXAMPLE, KEEPING ELEMENTARY STUDENT TO TEACHER RATIOS AT 22 TO 1.
HOWEVER, WE ALSO HAVE TO MANAGE THE FIXED COSTS.
FOR EXAMPLE, THE FIXED COSTS OF RUNNING AN ELEMENTARY SCHOOL IS CURRENTLY AROUND $2 MILLION.
AS ENROLLMENT DECLINES, WE NEED TO EXAMINE OPPORTUNITIES TO REDUCE FIXED COSTS, WHICH WILL FREE UP BUDGET DOLLARS TO BE SPENT IN OTHER AREAS AS WELL AS ADDRESSING OUR DEFICIT.
SOME OF THOSE AREAS MIGHT BE PROVIDING EDUCATIONAL OPPORTUNITIES FOR STUDENTS, MAINTAINING LIVABLE WAGES FOR OUR TEACHERS AND STAFF SO THAT WE CAN CONTINUE TO RECRUIT AND RETAIN THE BEST TEACHERS, AND PROVIDING FLEXIBILITY FOR FUTURE INITIATIVES THAT WILL BENEFIT OUR STUDENTS.
LET'S TALK A BIT ABOUT THE DISTRICT'S FUND BALANCE.
YOU CAN SEE THAT PRIOR TO 2011, THE DISTRICT DID NOT HAVE A HEALTHY FUND BALANCE.

IN SOME YEARS, CAMPUSES WERE UNABLE TO PURCHASE SUPPLIES UNTIL JANUARY, WHEN THE DISTRICT STARTED COLLECTING TAX REVENUE.IN SOME YEARS THERE WAS MINIMAL OR NO COST OF LIVING INCREASES FOR TEACHERS AND STAFF.
BESIDES PROVIDING CASH FOR THE DISTRICT TO PAY FOR THE FIRST FOUR MONTHS OF ITS EXPENDITURES, FUND BALANCE IS ALSO USED TO ADDRESS EMERGENCIES AND TO PAY FOR EXPENSES UNDER FEDERAL PROGRAMS THAT ARE LATER REIMBURSED BY THE GOVERNMENT.
THIS SLIDE WAS ALSO PRESENTED ON SEPTEMBER 16TH.
IT SHOWS THE DISTRICT'S FUND BALANCE IN FOUR CATEGORIES.
THE BLUE SECTION OF THE BAR REPRESENTS THE AMOUNT OF CASH THAT THE TEXAS EDUCATION AGENCY RECOMMENDS THAT DISTRICTS HAVE ON HAND, WHICH WOULD ALLOW THE DISTRICT TO COVER AT LEAST TWO AND A HALF MONTHS OF EXPENDITURES.
THE RED SECTION OF THE BAR INDICATES THE FUND BALANCE NEEDED ON TOP OF THE RECOMMENDED MINIMUM.
THAT PROVIDES FOUR MONTHS OF OPERATING EXPENDITURES.
THE YELLOW SECTION ON THE BAR ON TOP OF THE RED AND BLUE BARS, IS THE MINIMUM AMOUNT THAT OUR FINANCIAL ADVISOR INDICATES IS NECESSARY TO MAINTAIN THE DISTRICT'S CREDIT RATING OF A+.
IT'S ABOUT FOUR AND A HALF MONTHS OF TOTAL EXPENDITURES.
A HIGHER CREDIT RATING REDUCES THE INTEREST RATE ON BONDS.
SINCE BONDS ARE ISSUED FOR UP TO 30 YEARS, THE IMPACT OF LOWER INTEREST RATES IS SIGNIFICANT FOR TAXPAYERS FOR A LONG TIME.
IF THE INTEREST RATES ARE HIGHER, THAT INCREASES THE COST FOR TAXPAYERS.
AS THE CHIEF FINANCIAL OFFICER, IT IS MY DUTY TO ENSURE THAT THE FINANCIAL STABILITY OF THE DISTRICT AND TO ENSURE THAT THE DISTRICT IS BEING A GOOD STEWARD OF TAXPAYER DOLLARS.
MY RESPONSIBILITIES INCLUDE PROVIDING INFORMATION AND MAKING RECOMMENDATIONS TO THE BOARD AND SUPERINTENDENT WHEN COSTS NEED TO BE CONTAINED, WHEN THE DISTRICT CAN USE ITS ASSETS MORE EFFICIENTLY, OR ALTERNATIVELY, WHEN THERE ARE OPPORTUNITIES FOR ADDITIONAL REVENUE.
THE DISTRICT'S ELEMENTARY SCHOOLS IN TOTAL COULD SERVE OUR CURRENT STUDENTS MUCH MORE EFFICIENTLY.
BASED UPON OUR CURRENT ENROLLMENT, WE HAVE OVER 1200 AVAILABLE SEATS IN ELEMENTARY SCHOOLS BASED UPON COMFORTABLE CAPACITY, NOT EVEN TOTAL CAPACITY BASED UPON OUR PROJECTED ENROLLMENT.
THE INEFFICIENCIES WILL BE EXACERBATED IN THE NEXT FEW YEARS, AS WE COULD HAVE OVER 2100 AVAILABLE SEATS BY 20 2829. THIS SLIDE SHOWS THE FINANCIAL RESULTS OF THE DISTRICT FOR THE LAST FIVE YEARS.
THE DISTRICT HAS ADDED TO ITS FUND BALANCE IN EACH YEAR, EXCEPT FOR THE MOST RECENT YEAR, 20 2324, WHEN THE DISTRICT SPENT NEARLY $6.9 MILLION MORE THAN ITS REVENUES.
SOME FUNDING WAS RELATED TO THE PANDEMIC, SUCH AS THE ESSER FEDERAL FUNDING.
ANOTHER EXAMPLE IS THAT IN 2020 2021, THE STATE PROVIDED HOLD HARMLESS FUNDING TO DISTRICTS TO OFFSET THE ENROLLMENT FLUCTUATIONS DUE TO THE PANDEMIC.

PUTTING GROUPS OF PEOPLE TOGETHER, BUS TRANSPORTATION, AND EVEN THE UNAVAILABILITY OF SOME SUPPLIES.FOR YEARS, THE DISTRICT HAS RECOGNIZED THE NEED TO CUT COSTS AND CONTINUED IMPLEMENTING MEASURES IN 20 2122 TO CONTROL OVERALL EXPENDITURES. ADDITIONAL REVENUE EARNED FROM HIGH INTEREST RATES OF OVER $5 MILLION HELPED TO SUPPORT THE DISTRICT'S BUDGET IN 20 2223. WITHOUT THIS ADDITIONAL INTEREST REVENUE, THE DISTRICT WOULD HAVE REALIZED A DEFICIT OF ABOUT $5 MILLION.
AND FINALLY, DURING THE 20 2324 SCHOOL YEAR, THE DISTRICT WILL REALIZE A DEFICIT ABOUT $6.8 MILLION.
PLEASE RECOGNIZE THAT THE DISTRICT AGAIN HAD HIGH INCREMENTAL INTEREST EARNINGS OF OVER $5 MILLION.
THERE IS ANTICIPATION FROM SOME ECONOMISTS THAT THE FED WILL REDUCE RATES AGAIN IN NOVEMBER AND IN DECEMBER AND IN THE FIRST QUARTER OF 2025, SETTLING AROUND THREE AND A QUARTER TO 3.5%.
THAT WOULD LIKELY REDUCE INTEREST EARNINGS BY 2 TO $2.5 MILLION.
THE DISTRICT CAN'T RELY ON INTEREST EARNINGS TO SUPPORT ITS BUDGET.
AS DISCUSSED IN THE PAST FEW SLIDES, THE DISTRICT MUST MAKE DECISIONS TO PROVIDE SUSTAINABLE COST REDUCTIONS TO ADDRESS NOT ONLY THE LACK OF ADDITIONAL STATE FUNDING, BUT ALSO TO ADDRESS THE DISTRICT'S DEFICIT, BUDGET AND ENROLLMENT CHALLENGES.
THE BOARD NOW HAS A HEAVY DECISION TO MAKE, ONE THAT IMPACTS STUDENTS, FAMILIES AND STAFF.
THIS DECISION CAN SUSTAINABLY REDUCE FIXED COSTS BY APPROXIMATELY $2 MILLION.
THE LOSS OF REVENUE OF APPROXIMATELY A HALF $1 MILLION DUE TO CHANGES IN THAT PROGRAM.
THE LOSS OF ONE TIME FUNDING FROM THE INDIRECT COSTS OF THE ESSER GRANTS THAT TOTALED $700,000 LAST YEAR, AND ALSO THE PROJECTED LOSS OF UP TO $4.4 MILLION IN NET FUNDING BY 20 2829, DUE TO LOWER ENROLLMENT.
WE CANNOT RELY UPON THE STATE DURING THE UPCOMING LEGISLATIVE SESSION TO PROVIDE THE TYPE OF ADDITIONAL REVENUE THAT IS NEEDED TO MAKE UP FOR ALL OF THIS REDUCED FUNDING.
THIS DUTY IS INCUMBENT UPON US TO REMAIN GOOD STEWARDS OF TAXPAYER MONEY AND UTILIZE OUR RESOURCES WISELY AND EFFICIENTLY, WHILE PROVIDING THE STUDENTS OF OUR DISTRICT WITH THE BEST OPPORTUNITIES AND THE TYPE OF EDUCATION THAT IS INDICATIVE OF COPPELL ISD.
WE PREVIOUSLY SHARED PROS, CONS, AND CONSIDERATIONS FOR NOT CONSOLIDATING A CAMPUS.
THERE WILL BE AN IMPACT IF NO ACTION IS TAKEN.
EXPENDITURES ARE NOT REDUCED AND EFFICIENCY ARE NOT ADDRESSED.
AS WE HAVE SHARED. OUR FUND BALANCE IS A CHECKING ACCOUNT AND IT'S NOT A RAINY DAY FUND.
WE WILL HAVE TO MAKE EVEN MORE DIFFICULT DECISIONS THAT COULD INCLUDE NO COST OF LIVING, INCREASE OR RAISE FOR OUR TEACHERS AND STAFF, FORCED REDUCTIONS OR A REDUCTION IN FORCE.
THE ELIMINATION OF NON-REQUIRED PROGRAMS FOR STUDENTS AT THE ELEMENTARY AND THE SECONDARY LEVEL.
INCREASING CLASS SIZES AT THE ELEMENTARY LEVEL OVER THE STATE RATIO AND AT THE SECONDARY LEVEL.
REDUCTION OF BUS TRANSPORTATION SERVICES.
ADDED RESPONSIBILITIES TO CURRENT STAFF MEMBERS AS WE AS WE REDUCE POSITIONS ACROSS THE DISTRICT AND THE REDUCTION OF THE CIC CREDIT RATING, INCREASING OUR TAX RATES AND INTEREST ON BONDS, POSSIBLY IMPACTING OUR FINANCIALS FOR MORE THAN 30 YEARS.
THERE HAS, HOWEVER, BEEN ONE TOPIC THAT MOST, IF NOT ALL, INDIVIDUALS AND GROUPS HAVE AGREED UPON, AND THAT IS THE OUTSTANDING STAFF THAT MAKES UP ALL OF OUR CAMPUSES HERE IN CISD. YOU AS A BOARD, HAVE AS YOUR TOP TWO PRIORITIES, REMAIN A LEADER IN SALARY AND BENEFITS AND EMPLOYEE RETENTION, AND CONTINUE TO

AS THE ASSISTANT SUPERINTENDENT THAT OVERSEES THE HUMAN RESOURCES DEPARTMENT, I WOULD BE REMISS IF I DID NOT REMIND EVERYONE THAT IT IS BECAUSE OF OUR EMPLOYEES THAT WE ARE HAVING THESE HARD CONVERSATIONS.

IN ORDER TO CONTINUE TO RECRUIT AND MORE IMPORTANTLY, RETAIN THESE EXCEPTIONAL TEACHERS AND ADMINISTRATORS AND STAFF MEMBERS, WE MUST HAVE THE FUNDS TO CONTINUE TO PROVIDE THEM RAISES AND COST OF LIVING ADJUSTMENTS EACH YEAR.
WHILE NONE OF THE OPTIONS PRESENTED THROUGHOUT THIS PROCESS COMPLETELY SOLVE OUR OVERALL BUDGET ISSUES, THESE OPTIONS THAT REDUCE COSTS AND IMPROVE EFFICIENCIES, GIVE US THE OPPORTUNITY TO PROVIDE THE COST OF LIVING ADJUSTMENT AND RAISES THAT OUR STAFF DESERVE AND NEED JUST TO KEEP UP WITH THE RISING COSTS OF INSURANCE, FOOD, GAS AND QUITE HONESTLY, EVERYTHING.
DISTRICTS SURROUNDING COPPELL ISD WHO HAVE WAITED TO MAKE HARD DECISIONS UNTIL THEIR FUND BALANCE WAS COMPLETELY DEPLETED IN THE MOST RECENT YEARS, DID NOT PROVIDE RAISES, AND HAVE EMPLOYEES WHO ARE TAKING HOME PAYCHECKS WITH LESS NET INCOME THAN LAST YEAR DUE TO RISING HEALTH INSURANCE PREMIUMS. WE DO NOT WANT TO FIND OURSELVES.
WE CANNOT FIND OURSELVES IN CISD IN THAT SAME PLACE WITH OUR EMPLOYEES.
THESE STAFF MEMBERS HAVE SERVED AS MUCH AS POSSIBLE, WHILE CONSOLIDATION DECISIONS WILL BE HARD AND WILL REQUIRE SUPPORT TO APPROPRIATELY HONOR THE PAST WHILE MOVING FORWARD WITH THE FUTURE.
NOT MAKING DECISIONS THAT BEGIN TO TACKLE THE BUDGET ISSUES WILL HAVE MORE LONG TERM NEGATIVE IMPACTS, AS MISS BROWN JUST SHARED, NOT BEING ABLE TO PROVIDE RAISES AND COST OF LIVING ADJUSTMENTS WILL CAUSE US TO LOSE EDUCATORS TO OTHER DISTRICTS.
AND QUITE HONESTLY, A NEW TREND WE'RE SEEING WE'RE LOSING EDUCATORS TO JOBS OUTSIDE OF EDUCATION WHO AREN'T BATTLING THESE SAME BATTLES THAT WE ARE BATTLING THROUGHOUT THE STATE.
NOT BEING ABLE TO REPLACE PEOPLE AND TO FILL POSITIONS WHEN VACATED BY PEOPLE RESIGNING AND RETIRING, HAS ALREADY AND WILL CONTINUE TO PUT MORE WORK ON THE INDIVIDUALS WHO REMAIN. AND WHILE THAT CAN BE SUSTAINED FOR A YEAR OR TWO, IT IS NOT A LONG TERM SOLUTION.
TEACHER BURNOUT UNDER THE BEST CIRCUMSTANCES IS REAL.
