BUT THERE ARE A COUPLE OF EXCEPTIONS, AND ONE OF THOSE IS OUR PRIOR YEAR TAXES.
YOU'LL SEE THAT NUMBER THAT'S CERCLED A -$1.5 MILLION.
THAT IS THE AMOUNT OF TAX REVENUE WE HAVE HAD TO REFUND THIS YEAR.
THE YEAR BEFORE, ABOUT $200,000, THIS YEAR A MILLION AND A HALF DOLLARS.

AND DCAD HAS SEEN THESE PROTESTS GOING UP. YOU KNOW, A LOT OF PEOPLE PROTEST THEIR TAXES, BUT WHAT THEY'VE SEEN IS A 60% INCREASE IN THESE PROTESTS, AND A LOT OF THEM ARE BEING FILED BY COMMERCIAL ACCOUNTS, AND THEY HAVE REPRESENTATIVES THAT ARE FILING THESE SUITS.AND SO, UNFORTUNATELY IT IS TAKING TIME FOR THESE TO ALL WORK THROUGH THE SYSTEM.
IT CAN TAKE A COUPLE OF YEARS, EVEN TO GET THESE ALL SETTLED.
TAXPAYERS ARE REQUIRED TO PAY THEIR TAXES WHEN THEY'RE ASSESSED.
SO WE HAVE SEEN THIS NUMBER INCREASING OVER THE LAST COUPLE OF YEARS.
BUT THIS IS A SIGNIFICANT HIT TO OUR REVENUE THIS YEAR, GIVEN THAT THIS IS ONLY THROUGH MARCH.
MY CONCERN IS THAT THAT NUMBER CAN GROW, THAT WE SEE THAT THEY ARE PROCESSING FILES EVERY MONTH AND THAT WE MAY SEE $100,000 EVERY MONTH FROM HERE THROUGH AUGUST.
SO I EXPECT THAT NUMBER MAY GROW SOME. WE HAVE BROUGHT A BUDGET AMENDMENT TO THE BOARD THIS MONTH TO ADJUST FOR THIS LOSS IN TAX REVENUE. IN ADDITION, OUR AVERAGE DAILY ATTENDANCE IS A LITTLE BIT LESS THAN BUDGETED, BUDGETED BY OVER 160 ADA.
FORTUNATELY, WE HAVE BEEN FOCUSING ON ATTENDANCE, SO THAT IS HELPING TO BOOST THAT ADA.
BUT THE BUDGET AMENDMENT WE'RE BRINGING TO YOU ALSO ADJUSTS OUR REVENUE FOR THE LOSS OF ADA.
YOU'LL ALSO NOTE ANOTHER NUMBER I'VE CERCLED DOWN THERE $ 52,919 FOR FEDERAL REVENUE.
COMPARED TO OUR BUDGET OF $689,000, THAT IS THE SHARS REVENUE THAT WE ARE NOT RECEIVING OR DON'T EXPECT TO RECEIVE THIS YEAR. I'VE TALKED TO YOU BEFORE ABOUT SHARS REVENUE, THOSE ARE OUR REIMBURSEMENTS FOR MEDICAID, AND THE DECISIONS MADE BY THE TEXAS HEALTH AND HUMAN SERVICES DEPARTMENT.
THEY OWE MONEY BACK TO THE FEDERAL GOVERNMENT FOR THE SHARS PROGRAM.
AND, HAVE MADE A LOT OF CHANGES TO HOW THEY ARE ADMINISTERING THE PROGRAM.
AND THERE IS A BILL, HB 500, WHICH IS A SUPPLEMENTAL APPROPRIATION BILL THAT IS PASSED THROUGH THE HOUSE AND WOULD PROVIDE $935 MILLION IN FUNDING STATEWIDE TO ADDRESS THE LOSS OF FEDERAL SHARS FUNDING.
SO WE'RE WAITING TO DETERMINE IF THAT BILL PASSES, AND THEN WE DON'T KNOW HOW EXACTLY THE FUNDING WILL BE DISTRIBUTED, BUT WE DO HOPE THAT WE WILL GAIN SOME. I CANNOT SAY WHETHER THAT WOULD HAPPEN IN THIS FISCAL YEAR OR PERHAPS NEXT FISCAL YEAR.
AND THEN FINALLY, UNDER THE OTHER FINANCING SOURCES, THE $991,000 THAT'S CERCLED, WE ARE ASKING TO ADJUST THE BUDGET UP TO ACCOUNT FOR THAT NEARLY $1 MILLION IN REVENUE FROM THE SALE OF OLD TECHNOLOGY DEVICES, SO THAT MILLION DOLLARS WILL HELP US OFFSET SOME OF THE LOSS IN TAX REFUNDS AND ADA LOSS. AND HOWEVER, THE BUDGET DEFICIT WILL BE INCREASED BY ABOUT $775,000 WITH THAT BUDGET AMENDMENT.
MOVING ON TO EXPENDITURES YEAR TO DATE, THE DISTRICT IS SEVEN MONTHS THROUGH ITS FISCAL YEAR, AND SO WE SHOULD EXPECT THAT ABOUT 7/12 OF THE BUDGET IS SPENT, THAT'S ABOUT 58%.
RECAPTURE IS ZERO SPENT SO FAR BECAUSE WE MAKE THAT PAYMENT IN AUGUST.
SO ONCE WE PAY THAT THAT NUMBER WILL BE CLOSER TO 100%, BUT SO FAR, WITHOUT RECAPTURE, WE ARE AT ABOUT 58.8% OF OUR EXPENDITURE BUDGET. SO REALLY RIGHT ON TRACK WITH EXPENDITURES.
WE'VE TALKED A LOT ABOUT THE IMPORTANCE OF FUND BALANCE, AND SO I WANTED TO SHOW OUR ACTUAL CASH FLOW FOR THE DISTRICT, FOR THE DISTRICT THROUGH THE FIRST 4 TO 5 MONTHS OF THE SCHOOL YEAR, AND THEN WHAT'S PROJECTED.
SO THIS CHART SHOWS THE ACTUAL AND PROJECTED FUND BALANCE OF THE CURRENT SCHOOL YEAR.

WE DON'T EXPECT QUITE THAT MUCH, BUT THAT'S WHAT THE FINANCIAL MODEL IS PREDICTING.
SO THEN YOU LOOK HERE AND YOU LOOK AT TWO MORE YEARS OF SIGNIFICANT DEFICITS.
IF WE DO NOTHING TO CHANGE OUR EXPENSE, OUR EXPENSES, AND WE JUST ALLOW OUR BUDGET TO BE AS IT IS, IT WILL PUT THE DISTRICT IN A VERY TIGHT CASH POSITION IN 27-28.
WE DO HAVE OPPORTUNITIES TO MAKE SOME LONG TERM SUSTAINABLE CHANGES.
AND WE'LL BE TALKING MORE ABOUT THAT AT THE MAY THE 12TH BOARD WORKSHOP.
A COUPLE OF POINTS AS TO WHY IT'S IMPORTANT THAT WE HAVE A STRONG FUND BALANCE.
WE ALSO NEED TO MAKE SURE THAT WE'RE NOT REDUCING THAT BUDGET, THAT FUND BALANCE, BY 25% IN THREE YEARS, AS THAT DOES TEND TO INDICATE FINANCIAL ISSUES AND AS FAR AS TEA IS CONCERNED.
A COUPLE OF OTHER REASONS WHY WE NEED CASH. ONE, WE DEFINITELY NEED CASH FOR EMERGENCIES.
THERE ARE TIMES WE MAY NEED CONSTRUCTION OR CAPITAL EXPENDITURES AND EVEN SOMETIMES LAWSUITS THAT, YOU KNOW, GET FILED AGAINST THE DISTRICT, A ND WE'VE GOT TO BE ABLE TO RESPOND TO THAT.
ALSO MAKING SURE THAT WE CAN PROVIDE MONEY FOR CAMPUSES TO SPEND ON STUDENT INSTRUCTION.
SO WE NEED THE CASH UP FRONT IN ORDER TO MAKE THE EXPENDITURES, AND THEN ASK THE FEDERAL GOVERNMENT FOR THAT, THOSE FUNDS TO BE REIMBURSED. AND ONCE OUR DISTRICT HAS ITS TEACHER INCENTIVE ALLOTMENT PLAN APPROVED, WE WON'T BE PAYING THOSE OUT. THE ALLOTMENTS GO OUT IN JUNE, BUT THE SETTLE UP PROCESS REALLY DOESN'T HAPPEN UNTIL SEPTEMBER.
SO WE'VE GOT TO HAVE THE CASH TO BE ABLE TO DO ALL OF THOSE THINGS.
BUT THIS DOES LET US ALL SEE VERY QUICKLY HOW IT CAN DROP SIGNIFICANTLY.

SEEMS ODD THAT WE WOULD COLLECT LESS, BUT OUR STATE REVENUE GOES UP.
SO BASICALLY A $3.1 MILLION ESTIMATED REDUCTION IN OUR REVENUE TO BUDGET.
EXPENDITURES. HERE IS THE EXPENDITURES THROUGH THE FIRST SEVEN MONTHS.

SO WE'RE STILL STILL NOT TOO FAR INTO THE INTO THE BUDGET.AND WE STILL HAVE DEPARTMENTS AND CAMPUSES THAT ARE SPENDING MONEY.

AND THEN THE FOURTH COLUMN IS THE LOW END OF YEAR ESTIMATE.
AND WHERE THE VARIANCE TO THAT BUDGET IS. SO WE'RE REALLY LOOKING AT SAVINGS OF $2.4 TO $4.2 MILLION, DEPENDING UPON HOW THE ACTUAL EXPENDITURES COME OUT AT THE END OF THE YEAR.
AND NOW HERE IN MARCH APRIL, WE ARE ADJUSTING OUT FOR THOSE TAX REFUNDS.
SO WE'RE PROJECTING AN END OF YEAR DEFICIT AS OF TODAY, OF 9 TO $10.8 MILLION.
BUT THOSE DECISIONS NEED TO, OF COURSE, BE MADE VERY THOUGHTFULLY, KEEPING ALL STUDENTS IN THE CENTER OF OUR DECISIONS SO THAT OUR DISTRICT REMAINS AND KEEPS THAT REPUTATION FOR HIGH ACADEMIC STANDARDS. BUT MANY DISTRICTS AROUND THE AREA AND AROUND THE STATE ARE STRUGGLING WITH DEFICIT BUDGETS.
THEY'RE HAVING TO TAKE ACTION, AND THEY'RE TAKING ACTION IN DIFFERENT WAYS.
AND THAT MAY BE BECAUSE THEY'RE CUTTING POSITIONS OR TAKING OPERATING EXPENDITURES OUT, CHANGING SCHOOL SCHEDULES, THOSE TYPES OF THINGS. SOME DISTRICTS ARE KEEPING EXPENDITURES LOW BY NOT GIVING COST OF LIVING RAISES.
AND WHILE SOME OF THEM HAVE BEEN REDUCING SIGNIFICANT NUMBERS OF POSITIONS.
SO HERE'S WHAT WE'RE FACING IN 25-26 AND BEYOND.
ENROLLMENT TRENDS ARE DECLINING STATEWIDE. AND THEY HAVE BEEN DUE TO LOW BIRTH RATES.
SO IF YOU LOOK AT THIS, YOU'LL SEE THAT THE DISTRICT'S GOING TO HAVE AN ISSUE WITH NOT ONLY ENROLLMENT IN THE ELEMENTARY SCHOOLS, BUT WE'RE ALSO SEEING THAT FLOWING INTO THE MIDDLE SCHOOLS.
MIDDLE SCHOOL ENROLLMENT IS DECLINING, AND THEN WE'LL START SEEING IT IN THE HIGH SCHOOLS.
AND WE'RE SEEING ELEMENTARY ENROLLMENT DECLINING, NOT JUST IN THE NORTH PART OF THE DISTRICT, BUT EVEN IN THE SOUTH PART OF THE DISTRICT. SO WE'LL NEED TO MAKE SURE THAT WE ARE ADJUSTING STAFFING LEVELS AS THE ENROLLMENT DECLINES. THAT DOESN'T MEAN THERE WILL BE LARGER CLASS SIZES.
THAT INCLUDES, YOU KNOW, TEACHING STAFF, SUPPORT STAFF, ETC.
TO MAKE SURE THAT WE'RE ADJUSTING THOSE LEVELS DOWN.
YOU'VE SEEN SOME OF THIS BEFORE AND ACROSS THE STATE, DISTRICTS ARE STRUGGLING WITH RISING INFLATION AND TRYING TO ATTRACT AND RETAIN TEACHERS AND DEALING WITH THOSE FUNDING GAPS THAT HAVE LEFT MANY IN THESE BUDGET DEFICITS.
TEA RECENTLY REPORTED THAT 510 ISD'S FINISHED THE 23-24 SCHOOL YEAR WITH A DEFICIT SPENDING.
THAT'S ABOUT 42% OF ALL DISTRICTS HAD A DEFICIT FOR LAST YEAR.
IN CONSTANT DOLLARS PUBLIC SCHOOLS NEED ADDITIONAL FUNDING.
AND WE'VE TALKED ABOUT THIS NUMBER OF $1,340.
AN INCREASE IN THE BASIC ALLOTMENT WOULD PROVIDE DISTRICTS WITH THE SAME BUYING POWER THAT THEY HAD IN 2020, BUT NONE OF THE FUNDING BILLS THAT ARE MAKING THEIR WAY THROUGH THE TEXAS LEGISLATURE HAVE ANYWHERE NEAR THAT TYPE OF AN INCREASE.

SO MORE MUST BE DONE, WE MUST MAKE THE CHANGES TO IMPACT OUR DEFICIT.POTENTIAL STATE FUNDING. RIGHT NOW WE'RE IN THE MIDDLE OF THE SESSION.
WE'VE SEEN A LOT OF BILLS, AND WE'LL TALK JUST A LITTLE BIT ABOUT SOME OF THESE BILLS.
MAY 28TH IS THE LAST DAY FOR THE HOUSE AND SENATE TO VOTE AND CONSIDER BILLS.
SO A COUPLE NOTABLE SCHOOL FINANCE BILLS. HOUSE BILL TWO IS THE HOUSE SCHOOL FUNDING BILL.
AND SO SHOULD THERE BE A FUNDING BILL FOR SCHOOLS IT WILL GO THROUGH AS HOUSE BILL TWO.
IT WAS PASSED AT THAT BY THE HOUSE ON APRIL 16TH AND GOES TO COMMITTEE AND THEN GOES TO THE SENATE.
AND THEN THE DIFFERENCES BETWEEN THE SENATE BILL AND THE HOUSE BILL WILL HAVE TO BE WORKED OUT.
AND SO WE DON'T KNOW WHAT THAT WILL LOOK LIKE IN THE END.
BUT WE DO KNOW THAT THAT'S THE VEHICLE ALL THAT ADDITIONAL FUNDING WILL TAKE.
SO WHAT THIS BILL DOES IS IT TAKES MONEY OUT OF THE GOLDEN PENNY INCREASE.
WE HAD ANTICIPATED A GOLDEN PENNY INCREASE THAT'S IN CURRENT LAW.
SO IT INCREASES THE BASIC ALLOTMENT BY $395. THIS BILL FOLLOWS THE SAME TYPE OF REQUIREMENTS THAT WE HAD BACK IN 2019 WITH AN INCREASE IN THE BASIC ALLOTMENT IT REQUIRES THAT THAT A CERTAIN PERCENT BE SPENT ON COMPENSATION. THEY'VE INCREASED THAT TO 40%. SO 40% OF THE INCREASE IN FUNDING MUST BE SPENT ON NON ADMIN COMPENSATION. AND 75% OF THAT ON TEACHERS, COUNSELORS, NURSES AND LIBRARIANS MAKING SURE THAT WE'RE ADDING ADDITIONAL COMPENSATION FOR THOSE FOLKS THAT HAVE MORE YEARS OF SERVICE.
IT ADDS AN INTENSITY OF SERVICES FUNDING FOR SPECIAL EDUCATION, PLUS $1,000 PER EVALUATION, WHICH IS WELCOME FUNDING. IT INCREASES THE BILINGUAL ALLOTMENT AND ALLOWS US TO USE THAT ALLOTMENT FOR SALARIES, WHICH THE DISTRICTS HAVE NOT BEEN ABLE TO DO BEFORE.
PROVIDES ADDITIONAL MONEY FOR PRE-K FULL DAY PROGRAMS. SO REALLY PRIORITIZING THOSE DISTRICTS WHO HAVE ALREADY IMPLEMENTED A FULL DAY PRE-K PROGRAM.
SO THAT'S REALLY THE BASICS OF HB TWO. AGAIN, I SAID SENATE BILL TWO IS THE SENATE'S FUNDING BILL, AND THE TEACHER PAY RAISE DIFFERS SIGNIFICANTLY FROM THE HOUSE BILL, BUT THAT WILL ALL NEED TO GET WORKED OUT BEFORE ANY LEGISLATION IS PASSED.
SB TWO 60 IS THE SCHOOL SAFETY ALLOTMENT, AND WE DO EXPECT THAT THAT WILL PASS IN SOME FORM.
BOTH CHAMBERS HAVE PASSED A SCHOOL SAFETY ALLOTMENT BILL.
THEY BOTH HAVE THE SAME AMOUNT OF MONEY IN IT.
IT JUST DEPENDS ON HOW HOW IT COMES OUT. RIGHT NOW, THE ONE, ONE BILL HAS THE SENATE BILL HAS 30,000 PER CAMPUS, PLUS $28 PER ADA INSTEAD OF THE $10 WE'RE GETTING NOW.
SO THAT'S AROUND $500,000 IN ADDITIONAL FUNDING.
THE HOUSE VERSION OF THE BILL INCREASES IT TO $37,000 PER CAMPUS, BUT ONLY $14 PER STUDENT.
SO AGAIN, THAT WILL BE NEGOTIATED OUT. AND SO THAT'S HELPFUL, BUT THAT DOES GO BACK TO HAVING THOSE MANDATES THAT ARE NOT FULLY FUNDED. THERE IS FUNDING THERE, AND IT'S AN INCREASE, WHICH IS ALWAYS GREAT, BUT IT WOULD BE BETTER IF IT WAS IF WE WERE ABLE TO FULLY FUND, ESPECIALLY WHEN IT COMES TO OUR SCHOOL RESOURCE OFFICERS.
AS YOU ALL KNOW, WE HAVE OUR TWO SCHOOLS IN IRVING WHERE WE HAVE THOSE COVERED.
WE HAVE OUR TWO SCHOOLS IN DALLAS. WE HAVE THOSE COVERED, AND THEN WE HAVE A GREAT PARTNERSHIP WITH THE CITY OF COPPELL FOR OUR SCHOOLS IN COPPELL CITY PROPER, THEY HAVE HELPED US OUT TREMENDOUSLY, AND THAT'S BEEN GREAT BECAUSE EVEN WITH THE INCREASE, IT DOES NOT FULLY FUND A SCHOOL RESOURCE OFFICER BY ANY MEANS.
ADDITIONAL TAX COMPRESSION. THERE ARE A NUMBER OF BILLS FOR THAT.
SO THAT JUST MEANS THAT'S, YOU KNOW, MORE MONEY.

SO BRINGING THE AMOUNT OF TAXES THAT THE DISTRICT WOULD COLLECT DOWN, BUT ALSO BRINGING OUR RECAPTURE PAYMENT DOWN.SO YOU CAN SEE THAT MAJOR SUBURBAN DISTRICTS REALLY ARE LOOKING AT PERHAPS HAVING THE LOWEST INCREASE $571 IS HIGHER THAN THE RUNS SHOW THAT COPPELL ISD WOULD GET.
COPPELL ISD IS RIGHT NOW LOOKING AT PERHAPS AROUND $500 PER ADA, BUT THERE'S A LONG WAY TO GO BEFORE WE EVEN KNOW IF THIS WILL BE WHAT COMES OUT OF THE LEGISLATURE.
THE OTHER THING I WANT TO MENTION IS THAT, WE KNOW IT TAKES TIME FOR THESE BILLS TO GET PASSED, BUT ONCE THEY ARE PASSED, IT CAN TAKE A LOT OF TIME FOR THEM TO GET IMPLEMENTED.
WHEN WE THINK ABOUT SOME OF THE SIGNIFICANT CHANGES THEY'RE TALKING ABOUT FOR SPECIAL EDUCATION FUNDING, THAT'S CHANGING FROM A MODEL OF BASED ON WHAT CLASSROOM THAT STUDENT IS TO THE INTENSITY OF SERVICE FOR THAT STUDENT.
AND SO THEN THAT WILL HAVE TO BE ROLLED OUT TO DISTRICTS AND WILL HAVE TO RECODE ALL THE STUDENTS BEFORE THEY'RE GOING TO HAVE ANY IDEA HOW TO PAY THE DISTRICT FOR THOSE STUDENTS. SO IT COULD EASILY TAKE A YEAR BEFORE WE SEE SOME OF THIS INCREASED FUNDING.
SOME OTHER NOTABLE BILLS. SB TWO IS, OF COURSE, THE EDUCATIONAL SAVINGS ACCOUNT BILL, WHICH COULD PROVIDE SOME STUDENTS WITH FUNDING WHO PERHAPS GO TO HOMESCHOOL, GO TO PRIVATE SCHOOL, ETC..
HB 19 IS A BOND DEBT BILL, AND THERE ARE A NUMBER OF BILLS ON CHANGING THE ELECTION DAY FOR DISTRICT DEBT TAX ELECTIONS OR BOND ELECTIONS TO A UNIFORM NOVEMBER DATE.
AND THIS PARTICULAR BILL ACTUALLY RESTRICTS THE ABILITY FOR DISTRICTS TO ISSUE DEBT, TO ISSUE BONDS, IF IT WOULD CAUSE THEIR DEBT SERVICE PAYMENT TO EXCEED 20% OF THE AVERAGE PROPERTY COLLECTION COLLECTIONS FOR THE PRIOR THREE YEARS.
SO WHAT DOES THAT MEAN FOR COPPELL ISD? THAT WOULD MEAN IF THIS BILL WENT IN AS WRITTEN TODAY, IT WOULD MEAN WE COULDN'T ISSUE MORE DEBT FOR FIVE MORE YEARS.
WE WOULDN'T BE ABLE TO ISSUE THOSE LAST BONDS THAT THE VOTERS APPROVED UNTIL 2031.
SO WE HAVE SENT SOME INFORMATION TO OUR REPRESENTATIVES JUST TO LET THEM KNOW HOW THIS WOULD IMPACT OUR BOND, OUR CURRENT BOND PROJECTS. AND I KNOW OTHER DISTRICTS HAVE DONE THE SAME, SO WE'RE HOPING THAT THIS LANGUAGE GETS ADJUSTED SO THAT WE'RE NOT IN THAT SITUATION.
OTHER PARENTAL RIGHTS REQUIRING DISTRICTS TO ACCEPT TRANSFERS FROM OTHER SCHOOL DISTRICTS AND TEACHER BILL OF RIGHTS, WHICH WOULD WAIVE SOME CERTIFICATION EXAM FEES AND BUT PROVIDES DISTRICTS THE ABILITY TO REHIRE RETIREES WITHOUT THE PENALTIES THAT WE GET TODAY. ANY QUESTIONS ON THOSE? OKAY. SO IN ORDER TO ADDRESS OUR 8 TO $10 MILLION DEFICIT WE, WE COULD LOOK AT MAKING SOME MASSIVE CHANGES TO OUR BUDGET ALL AT ONCE.
WHAT WOULD THAT LOOK LIKE IF WE WERE TO IF WE WERE GOING TO TRY TO REDUCE THE BUDGET BY 9 TO $10 MILLION? YOU'RE TALKING ABOUT 100, 100 PLUS POSITIONS THAT WOULD NEED TO BE REDUCED, PLUS ABOUT $2 MILLION IN OPERATING EXPENSES THAT WOULD NEED TO COME OUT ALL AT ONCE.
AND RECOGNIZING THAT THE FUND BALANCE IS GOING TO GET ERODED AS THE SLOWER WE GO.
SO THE SLOWER WE MAKE THESE CHANGES, THE MORE THAT IS ERODED.

AT THE BUDGET WORKSHOP ON MAY THE 12TH, WE WILL BE PRESENTING A LONG RANGE PLAN TO REDUCE THE BUDGET DEFICIT WHILE CONTINUING TO DIP INTO THAT FUND BALANCE.SO THE GOAL OF THE PLAN IS TO REDUCE THE BUDGET NET BY AT LEAST $2 MILLION EVERY YEAR.
THE DECISIONS ARE GOING TO BE DIFFICULT. WE ARE NOW AT THE POINT WHERE DECISIONS WILL IMPACT STUDENTS AND THEY WILL IMPACT STAFF, BECAUSE THE WORK THAT'S BEEN DONE IN THE LAST FEW YEARS HAS REALLY BEEN TO MAKE REDUCTIONS THAT HAVE BEEN AS FAR AWAY FROM THE CLASSROOM AS POSSIBLE.
THE DISTRICT REALLY VALUES PROVIDING COST OF LIVING INCREASES FOR STAFF AND TEACHERS.
AND SO IN ORDER TO DO THAT, IT MEANS WE NEED TO SAVE EVEN MORE.
SO WE'VE OFTEN SAID THAT A 3% INCREASE IS ABOUT $3 MILLION HIT TO THE BUDGET.
SO BUDGET REDUCTIONS CAN COME FROM EITHER INCREASED REVENUE OR DECREASED EXPENDITURES.
WE NEED TO WAIT AND SEE WHAT THE LEGISLATURE IS GOING TO DO AS FAR AS INCREASING REVENUE.
BUT JUST THAT, THAT HOUSE BILL THREE IN THAT THE HOUSE HAS PASSED, WE'RE REALLY ONLY GETTING 500 PER ADA. WE'RE REALLY TALKING ABOUT MAYBE $6 MILLION.
AND WOULD WE GET THAT ALL AT ONCE? NOT NECESSARILY.
$6 MILLION IS 3,000,001 YEAR AND 3 MILLION THE NEXT YEAR.
WE HAVE NO ADDITIONAL FUNDING. SO WE'VE GOT TO CONTINUE TO REDUCE OUR BUDGET BY THAT 2 MILLION PLUS THE 3 MILLION, IF WE'RE IF WE ARE PLANNING TO PASS ON THAT COST OF LIVING INCREASE.
SO AS WE PREPARE FOR THAT MAY 12TH WORKSHOP, WE WANT TO BE VERY CLEAR FROM YOU ALL AS FAR AS WHAT YOUR EXPECTATIONS ARE AND DIRECTIVE TO PROVIDE TO US, WE'RE STILL, YOU KNOW, WORKING ON THINGS, AS DIANA SAID.

AND IT WAS DESIGNED TO REACH A BROAD AND DIVERSE AUDIENCE OF STAKEHOLDERS, INCLUDING CURRENT NEW TECH STUDENTS, ALUMNI, COPPELL ISD STUDENTS, I'M SORRY, COPPELL HIGH SCHOOL STUDENTS, MIDDLE SCHOOL STUDENTS, AND EVEN FIFTH GRADERS AND THEN FAMILIES OF THOSE SAME STUDENTS.
WE WANTED TO MAKE SURE THAT WE INCLUDED FIFTH GRADERS WHO MAY BE EXPLORING THEIR HIGH SCHOOL OPTIONS. WE ALSO ENGAGE PARENTS AND FAMILIES, BOTH CURRENT AND FORMER, FROM ACROSS ALL OF OUR CAMPUSES AS WELL AS CURRENT AND FORMER STAFF MEMBERS WITH FIRSTHAND EXPERIENCE OF NEW TECH.
IN ADDITION TO COLLECTING BASIC DEMOGRAPHIC INFORMATION, THE SURVEY INCLUDED SEVEN OPEN ENDED QUESTIONS THAT INVITED PARTICIPANTS TO SHARE THEIR THOUGHTS ON WHAT MAKES NEW TECH UNIQUE, WHAT SETS IT APART IN A COMPETITIVE AND CROWDED EDUCATION MARKETPLACE.
THE SURVEY WAS OPEN FROM FEBRUARY THE 10TH THROUGH THE 19TH, AND WAS MADE AVAILABLE IN BOTH ENGLISH AND SPANISH TO ENSURE ACCESSIBILITY AND INCLUSIVITY ACROSS OUR COMMUNITY. YOU CAN SEE HERE THAT WE DID HAVE A WIDE VARIETY OF WHO ANSWERED THE SURVEY. UNIQUE THAT JUST COPPELL ISD PARENTS, NOT NECESSARILY NEW TECH PARENTS OR THE LARGEST MAJORITY.

A CULTURE OF STUDENT OWNERSHIP, OF THEIR LEARNING THAT STUDENTS OWN, THAT LEARNING, AND A MUTUAL RESPECT BETWEEN THE STUDENTS AND STAFF THAT SHAPES THE OVERALL LEARNING EXPERIENCE. IN TERMS OF THE PERCEPTION AMONG PROSPECTIVE FAMILIES, NEW TECH IS WIDELY VIEWED AS A SCHOOL THAT SERVES STUDENTS WHO THRIVE WITH HANDS ON INTERACTIVE LEARNING, AN APPEALING ALTERNATIVE TO THE TRADITIONAL, TEST HEAVY INSTRUCTION. THOSE ARE THE WORDS THAT WERE USED REPEATEDLY.

WE DISCUSSED NOTABLE CLAIMS THAT INCLUDED EMPLOYEE MOTOR VEHICLE ACCIDENTS, LEGAL LIABILITY LAWSUITS, STUDENT TO STUDENT CRIMES AND WEATHER RELATED INCIDENTS, A TORNADO AND HIGH WINDS.
WE RECEIVED A REPORT ON THE WORKERS COMPENSATION BILL PROCESSING VENDOR FOR THE PAST THREE YEARS, FROM 2022 TO 2024 THE VENDOR HAS INCREASED OPERATIONAL EFFICIENCY, QUALITY OF SERVICE AND SAVINGS FOR THE FUN.
FURTHERMORE, THEY HAVE MET OR EXCEEDED THE SERVICE LEVEL AGREEMENTS IN ALL CATEGORIES.
IN ADDITION, WE TALKED ABOUT THE WORKER COMPENSATION PHARMACY RESULTS FROM THE PHARMACY BENEFIT MANAGER AND MEDICAL NETWORK PROVIDERS, HIGH QUALITY CARE AND FOLLOWING TREATMENT GUIDELINES.
THEN ON THE FULL BOARD MEETING ON FRIDAY WE JUST APPROVED THE CONTRACT EXTENSION FOR THE INVESTMENT CONSULTING SERVICES, WHICH IS STRATEGIC ASSET ALLIANCE. THEY ADVISE THE FUND ON INVESTMENT POLICY, THE STRUCTURE OF THE INVESTMENT PORTFOLIO AND INVESTMENT MANAGERS PERFORMANCE. DURING OUR TIME AT BRYAN ISD, WE LEARNED ABOUT THEIR TEACHER INCENTIVE ALLOTMENT, TIA PROGRAM, AND ITS STRATEGIC IMPLEMENTATION TO RECRUIT AND RETAIN TOP TEACHING TALENT.

DURING LUNCH, WE HEARD FROM A STUDENT PANEL COMPOSED OF HIGH SCHOOL STUDENTS WHO SHARED THEIR EXPERIENCES AND OFFERED THOUGHTFUL PERSPECTIVES ON THEIR EDUCATION. THEIR INSIGHTS WERE INSPIRING AND A STRONG REMINDER OF THE IMPORTANCE OF STUDENT VOICE IN SHAPING OUR EDUCATION. IN THE AFTERNOON, WE ATTENDED A PRESENTATION BY TEXAS A&M COLLEGE OF EDUCATION AND HUMAN DEVELOPMENT, SPECIFICALLY FOCUSING ON EDUCATIONAL ADMINISTRATION AND TEACHER PREPARATION PROGRAMS. THE PROFESSORS SHARED MANY WAYS TEXAS A&M SUPPORTS STRENGTHENING THE TEACHER PIPELINE.
THEY ALSO EXPRESSED A WILLINGNESS TO SHARE VALUABLE SURVEY DATA WITH SCHOOL DISTRICTS TO HELP GUIDE DATA DRIVEN DECISIONS RELATED TO PUBLIC EDUCATION IMPROVEMENT. IT WAS INSPIRING TO SEE THAT THE LEADERS AT TEXAS A&M SHARE OUR DEEP PASSION FOR PROVIDING HIGH QUALITY PUBLIC EDUCATION FOR EVERY STUDENT.

YOUR EXAMPLES OF COUNTLESS OTHERS THAT CAME, MYSELF INCLUDED SITTING HERE YOU'RE A GREAT EXAMPLE OF WHAT I THINK IS MISSING A LOT IN A LOT OF THE DISCOURSE AROUND SCHOOL BOARD TRUSTEES AS WELL AS OTHER LEGISLATIVE BODIES IS CIVIL DISCOURSE. YOU HAVE AN IDEA. YOU HAVE. YOU CAN DEFEND YOUR IDEA AND YOU.
AND AFTERWARDS, WHEN WE WALK AWAY, WE'LL GO HAVE DINNER.
